We are looking for a professional, motivated individual who will report to the Quality Program Support Team Leader in this dynamic role. Your primary responsibilities will be the development, review, and implementation of institutional quality programs that comply with applicable requirements while supporting the development and maintenance of our local quality assurance processes. Additional responsibilities include consulting with internal and external customers, communication and outreach, and identifying process improvement opportunities. The ability to navigate complex situations involving differing interpretations of quality assurance requirements by key stakeholders, competing business priorities, and relationship management is part of working in this dynamic environment.

What You Need

Minimum Job Requirements (QPA Specialist 3):

Quality Assurance Requirements:

Advanced level experience in the following areas:

  • Developing quality assurance programs, plans, procedures, and tools to support diverse missions based on quality requirements such as NAP 401.1; 10 CFR 830, Subpart A; 10 CFR 71, Subpart H; DOE O 414.1; and ASME NQA-1.

  • Reviewing policies, quality assurance plans, procedures, specifications, technical standards, and variances.

  • Identify, tracking, and flowing down quality assurance requirements.

Self-directed and Teamwork: Demonstrated ability working independently and in a team environment while mentoring teammates and customers to achieve objectives. Ability to foster a work environment that promotes openness, trust, communication, teamwork, innovation and satisfaction with demonstrated experienced conflict resolutions skills.

Customer Service: Advanced customer service skills that utilize strong written and verbal communication techniques to communicate complex concepts effectively and efficiently. Demonstrated ability to facilitate collaboration and coordination to solve complex institutional quality and/or performance challenges using Quality processes and through successful leadership methods.

Decision Making: Advanced experience in effective decision-making and risk management related to complex technical issues surrounding the implementation of quality requirements by stakeholders and suppliers.

Technical Writing: Extensive experience writing and developing policies, procedures, and tools to implement quality assurance requirements. Experience writing technical reports such as audit or evaluation reports.

Education and Years of Relevant Experience: QPA Specialist 3 position requires a Bachelor's Degree in a relevant field and a minimum of 8 years of experience, or equivalent combination of education and work experience.

Quality Assurance Requirements:

Education and Years of Relevant Experience: QPA Specialist 4 position requires a Bachelor's Degree in a relevant field and a minimum of 12 years of experience, or equivalent combination of education and work experience.

Desired Skills:

Continuous Improvement: Demonstrated experience in process improvement principles and practices such as Lean Six Sigma continuous improvement.

Technology: Strong background with Microsoft Office (especially Word, Visio, and PowerPoint).

Relationship Management: Demonstrated experience managing complex relationships, conflict resolution, and collaborative problem solving.

Professional Organization Affiliation: Membership in American Society of Quality (ASQ).

Work Location: The work location for this position is telework and is located in Los Alamos, New Mexico. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position at the higher level is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
