Position Summary

The Housing Support Subsidy Program Manager oversees all staff within the CIS-Shallow Subsidy (SS) & Street 2 Subsidy (S2S) Programs. The CIS-SS program provides services throughout LA County. The position will also provide services for S2S program in Los Angeles County. Shallow Subsidy and Street 2 Subsidy will provide rental assistance in accordance with The Los Angeles Homeless Services Authority along with case management, light touch services, and Financial Independence Plan. Work activities include the following.

Essential Functions

Provide oversight of total program delivery of permanent supportive housing services provided to 1,500 households (individuals, families, Transitional Age Youth) at scattered site locations throughout Los Angeles County. The Shallow Subsidy and the Street 2 Subsidy program will provide services with a collaborative approach with Rapid-Rehousing, Outreach Teams, and Prevention services providers.

  • Conduct strategic planning to identify best practices and implement evidence-based services.

  • Establish infrastructure and service delivery models.

  • Provide supervision for staff in each location.

  • Hold monthly meetings with staff to share best practices and challenges.

  • Develop and monitor professional development opportunities for staff.

  • Work closely with other program managers to optimize service delivery and outcomes.

  • Along with the Associate Director monitor budget and ensure full utilization of funds.

  • Implement quality assurance and contract compliance measures for all locations.

  • Keep abreast of and provide input of local and national trends as it relates to supportive services.

  • Stay up to date on all national and local initiatives as they relate to supportive services.

  • Adhere to policy & procedures and monitor the programs to manage the programs for audit purposes.

  • Create internal policies and best practice on how to assess rent reasonableness based on the current fair market, Housing and Habitability Inspection, and light-touch case management.

  • Create internal policies and best practice for the Shallow Subsidy program on how to provide comprehensive case management for individuals with a fixed income or low income.

  • Establish Case Conference calls with The Los Angeles Homeless Services Authority (LAHSA) once a month to discuss the progress of the programs. Identify barriers with client referrals and client enrollments.

  • Required to drive to multiple locations across Los Angeles County to provide program support and bi-weekly supervision.

  • Provide IN-PERSON program presentations to all community partners across Los Angeles County.

PAY RANGE: $89,250.00-$91,350.00/ANNUAL

Working Conditions

Office/field environments; travel from site to site; exposure to computer screens and inclement weather

Conditions; may work or inspect in confined spaces; public contact. Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift to 25 lbs.

Minimum Qualifications

  • Bachelor’s degree in social work, social sciences, or a related field required. Master’s degree preferred.

  • At least 3 years of relevant experience including vocational, housing, mental health, homeless services, human service, or related field.

  • At least 1 year of supervisory experience.

  • Excellent communication skills.

  • Driving Test and MVR check.

  • Willingness to submit to extensive criminal background, drug, and motor vehicle checks, as well as keep current on all Salvation Army Child Safety and Protect the Mission guidelines.

Skills, Knowledge & Abilities

  • Commitment to the holistic mission of The Salvation Army.

  • Able to represent the Salvation Army to community organizations.

  • Possess a high level of organization, professionalism, writing skills, problem-solving skills, and excellent interpersonal and relationship building skills.

  • If in recovery, at least 5-years of being clean and sober to the present, with evidence of working a program of personal recovery.

  • Commitment to working with the homeless population.

  • Ability to work well with others and committed to the vision that CIS be a program of excellence.
