SUMMARY The Maintenance Controller for the Kuwait KC-130J Program at Al Mubarak airfield in Kuwait has is responsible for assisting the Maintenance Manager in daily operation and management and administration of the aircraft maintenance program, maintenance personnel, and maintenance actions required to support the customer's missions and flight schedules. The Maintenance Controller assigns priorities and directs maintenance personnel to correct discrepancies, generate work orders, track and comply with all inspection requirements, compile and record maintenance data applicable to the Maintenance Information System (MIS), provide the ability to compare records and reports on consumption of material, quality control, and other aspects of production. ESSENTIAL FUNCTIONS Act as point of contact for all aircraft discrepancies that may affect daily operations and mission success. Direct and coordinate all scheduled and unscheduled maintenance actions and workload planning. Attend meetings with the customer and provide information, reports, and official correspondence regarding aircraft status, mission capability, and maintenance planning information. Coordinate with the Maintenance Manager and customer representatives in the management of scheduled and unscheduled maintenance to ensure the most efficient use of time and resources. Analyze maintenance data to identify trends and initiate corrective actions as necessary. Manage the completion of maintenance actions and ensure the complete and accurate entry of data into the MIS. Coordinate with adjacent contractors and supporting agencies to acquire necessary tools, parts, support, materials, and equipment to prevent maintenance stoppages. Ensure accuracy of documentation, (i.e., aircraft, engine, propeller, logbooks, weight and balance records, and MIS) and adherence to technical publications, policies, procedures, and safe maintenance practices. Prepares and sends required reports and attends staff/customer meetings as required. Coordinate troubleshooting efforts on complex maintenance discrepancies, making recommendations for courses of action based on aircraft service history analysis, applicable Maintenance Manual guidance, and operator experience. Use illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and order parts. Monitor and track all life-limited components, periodic special, hourly, conditional, and phase maintenance/isochronal inspections as required by the Periodic Maintenance Requirements Manual, Maintenance Requirement Cards (MRC)s, manufacturer's specifications, and all applicable directives, orders, and instructions. Coordinate with operations personnel and aircrew members to ensure the flight schedule is adequately supported and missions are able to be conducted within prescribed timelines. Conduct off-station maintenance when required. When necessary, performs other duties and supervisory functions, critical to the function of the program and to assure compliance with the Performance Work Statement (PWS). MINIMUM REQUIREMENTS / QUALIFICATIONS Must be able to adhere to and comply with all Kuwaiti Labor and Immigration requirements. Must be United States (U.S.) citizen, have a high school diploma or equivalent, be able to read, write, and understand the English language. Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months of time remaining before expiration. Must have a valid U.S. Driver's License. Must be able to obtain and maintain at a Secret Clearance. Minimum of eight years aircraft maintenance experience with five years' experience working on C-130J aircraft. Must have Safe for Flight experience and certification specific to C-130J aircraft. Have a working knowledge of first aid procedures to be used in an emergency. Have a strong knowledge base of COMNAVAIRFORINST 4790.2 series aviati n maintenance program instruction, and understand how the outlined policies and procedures apply to the troubleshooting, repair, and maintenance of aircraft and associated systems. Have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures). Must be willing to administrate, maintain, and manage maintenance programs (ex. Tool Control, HAZMAT, FOD, Technical Directive Program, etc...) as required by local policies. Must be able to obtain/maintain the following required certifications/qualifications: - Aircraft weight & balance certification - Safe for Flight certification Must be willing and able to comply with all contractual Performance Work Statement (PWS) Requirements as required to support the contract. Must be willing and able to deploy off-site as required to support Kuwait Air Force operations. Must be able to work day shift, night shift, or weekend duty and travel as part of a maintenance recovery team as required. Must have the ability to communicate clearly, concisely, and follow instructions when directed on assigned tasks. Must have skills and aptitude to cross-train and/or augment maintenance technicians in completing assigned maintenance actions, including but not limited to: The performance and completion of daily inspections (including the ability to inspect/sign off on all associated aircraft maintenance/technician specialties), marshaling/recovering aircraft, fueling, towing, mooring, and conducting post-flight procedures to ensure aircraft are properly secured upon completion of maintenance. Must be willing to perform in-depth research, troubleshoot, and perform "O" and "I" level maintenance functions on all applicable aircraft systems and components necessary to return aircraft to a Full Mission Capable status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs. Must be able to communicate directly with the customer, pilots, aircrew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure aircraft depart timely and launches are not delayed. Must have an in-depth knowledge of aircraft technical orders/job guides/publications-read, interpret, follow and comprehend schematic diagrams, drawings, charts, and technical publications. Must be proficient in the use of Microsoft Office Programs, including Word, Excel, and PowerPoint to create/modify briefs, spreadsheets, and formal requests/documentation. Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations. Must have a working knowledge of and be proficient with (input and extract data) of computers, aircraft data debriefing and diagnostic software, and maintenance information systems. Must be able to overcome cultural differences and think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with international contracting and desert climate operations. Perform as a team member, contributing to the success of the C-130J maintenance department. Dependable and timely in managing assigned tasks, perform consistent quality maintenance. Proven ability to work independently with minimal direction.
