The primary purpose of this position is as to, as an Enlisted Air Reserve Technician (ART), administer training programs, provide technical guidance and assistance to managers and supervisors within the Numbered Air Force (NAF) on all aspects of the program. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. Responsibilities Serves as Numbered Air Force (NAF) focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures. Manages waivers from assigned Wing. Administers Education, Training and Distance Learning Programs for the NAF. Manages the enlisted training programs at the NAF. Responsible for overall management On the Job Training (OJT) program for the NAF. Manages the development of education and training instructional products. Plans, directs, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs. Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS). Plans, directs, and controls the Developmental Education Board and Reserve School Selection Board process for NAF and subordinate wing officers on an annual basis. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Specialized experience is experience which includes implementing, managing and administering training programs; providing technical guidance and assistance to managers and supervisors on programs, policies and procedures; analyzing and monitoring the overall accuracy and reliability of all training and education data entered into and maintained in automated system; developing educational and training objectives and measurement devices. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Education. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge (comprehensive) of personnel policies, mission, training methods and programs, and testing programs, Advance Distributed Learning, and Non-Traditional Education Support testing. 2. Knowledge of automated systems, personal computers, and software. 3. Ability to analyze data/products to determine adequacy of training programs. 4. Ability to communicate effectively with diverse groups of individuals, both orally and in writing, using tact and courtesy Other significant fact: OBLIGATED POSITION: This position is obligated to the former incumbent who has return rights to this position under 10 U.S.C. 1586.
