Air Mobility Command EDUCATION AND TRAINING TECHNICIAN (OA) in McGuire AFB, New Jersey

Responsibilities Summary The primary purpose of this position is to provide quality customer service and perform a variety of technical and administrative duties in support of education and testing services and civilian, military and on the job training programs. Duties Assists military personnel of all ranks, their dependents, and/or civilian personnel, and retirees, in determining career and academic goals by providing detailed information concerning colleges and universities, testing, other methods of credit development, and other DoD educational and training opportunities. Provides financial aid information for educational programs, determines Military Tuition Assistance (MTA) eligibility and advises personnel on MTA policies and procedures. Assists with civilian employee development and military training programs. Performs ancillary duties as required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge of education principles, practices, policies, and procedures for adult or continuing education programs sufficient to perform regular and recurring tasks of assisting customers at the installation's Education and Training Section; knowledge of the mission, organization, and work processes of programs throughout the installation, as well as the relationships of the education and training support activities to such missions; knowledge of and skill in the application of DoD, Air Force, and other applicable policy, directives, instructions and regulations as they relate to education, training and budget activities of each; knowledge of education and training practices and procedures sufficient to gather, assemble and analyze facts, draw conclusions, devise solutions to regular and recurring problems, and identify changes and trends. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of education and training websites and databases such as but not limited to: Air Force Automated Education Management System (AFAEMS), Military Personnel Data System (MilPDS), Course Development Student Administration/Registrar (CDSAR), Air University Student Information System (AUSIS), Air Force Files Information Management System (AFRIMS), TDY-to-School Information System, Enterprise Information Management (EIM), and Defense Connect On-line (DCO). Working knowledge of general office administrative and clerical procedures to distribute mail, answer telephone, keep appointment calendar, maintain files/office forms, and order supplies. Technical knowledge and skill in the application and interpretation of DoD, Air Force, and other applicable policy, directives, instructions, and regulations as they relate to areas of responsibility. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. A qualified typist is required. Knowledge of the continuing education programs offered at JBMDL and at academic institutions in the surrounding area in order to provide educational assistance and enrollment information to prospective students using a variety of occupational, vocational, and career development resources (educational and/or community). Knowledge of the mission, policies and programs of the education center in order to answer inquiries and refer visitors to the appropriate staff members. Ability to communicate effectively, both orally and in writing, and to plan and organize work and to meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
