City Of Minneapolis-Human Resources Accountant II in Minneapolis, Minnesota

Position Description This position will be responsible for all aspects of the accounting function, including developing and maintaining Federal and City Accounts, budget assembly and analysis, closing fiscal month/year-end accounting records and internal audit functions. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Perform and/or act as a lead worker for a variety of accounting tasks, working closely with the accounting manager or supervisor to plan, organize, delegate, and monitor assigned accounting activities. Act as a technical consultant to management, staff members, and customers on financial issues, providing general information and guidance. Coordinate, review, analyze and monitor all appropriations and expenditures for customer department, including monthly financial reports, bond draws, preparation of invoices, and coordination with customer department. Provide technical assistance to, and financial monitoring of grants to comply with grant requirements, including preparation of Schedule of Expenditures of Federal Awards (SEFA). Audit and analyze accounting records and statements, including budget to actual comparisons, reasonability of account balances, and preparation of financial projections. Prepare financial statements, reports, and notes to financial statements on a monthly, quarterly, and annual basis including preparation of the City's annual comprehensive financial report (ACFR) Provide financial information to State Auditors as requested. Manage the accounting for and financial reporting of revenues, and expenditures, capital assets, and related billing and reimbursement request processes. Recommend and assist with the development of new accounting systems and procedures. Review internal control and accounting practices of the department's purchasing and inventory, billing, payroll, accounts receivable, etc. Recommend changes in accounting practices to conform to City ordinances and other legal requirements. Develop and maintain Federal and City accounts. Provide technical assistance to non grant funded activities that include the preparation of required reports, processing of invoices, etc. Perform special accounting projects and financial analysis as required. Analyze requests for bond issues, expenditure requests. Working Conditions Normal office environment Required Qualifications Minimum Education Bachelor's Degree in Accounting, Business Administration, Finance or a closely related field. Minimum Experience Two years professional level accounting experience, which has included preparing financial statements and reports, developing and monitoring budgets, monitoring grant expenditures and reimbursements, general ledger, cost, or fund accounting. Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and or verify their qualifications in connection with the position sought. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Knowledge of the principles of public finance administration and modern accounting technology. Considerable knowledge of Governmental, Cost and General accounting standards including standards set by GASB, Federal and State agencies, and State and local laws. Knowledge of the law as it relates to professional accounting activities. Good knowledge of the City's budget process and procedures and of existing finance policies and their application. Knowledge of the City software systems such as PeopleSoft Financials (COMPASS), HRIS, GOGNOS, Data Warehouse. Ability to work under pressure and meet deadlines. Ability to analyze abstract data and put it into a meaningful format. Good oral and written communication skills.
