The City of Missoula is seeking an innovative and dynamic Associate Director of Recreation Facilities and Services to lead the planning, policy development, and execution of programs and services at our community's aquatic and athletic facilities. ** The posted wage range is the starting wage range only. The full range for the position is $41.08 - $50.64/hour and will increase each year for longevity and cost of living adjustments.

Essential Functions

  • Oversee and coordinate the planning, development, administration and provision of recreation services at athletic and aquatic facilities, including user group relations, adult and youth activities, aquatics facilities and programming, special events, customer experience and food and beverage operations, etc.

  • Develop and implement policies, procedures, goals, objectives, and priorities for aquatic and athletic facilities to maintain and improve delivery of recreational services.

  • Supervise various employees, including assigning and reviewing work, performance evaluations, and training; participate in hiring, discipline, and termination decisions; provide support by correcting deficiencies, and building strengths to ensure effective working relationships.

  • Develop and implement safety policies and procedures to ensure safe operation services, equipment, chemicals, etc.; oversee safety training for employees, providing guidance to ensure safety and training is coordinated and provide.

  • Provide guidance to staff with strategies in assessing community needs and desires, creating ideas, designing programs at facilities, hiring program instructors, organizing events, fundraising, advertising, etc.

  • Manage the operations of indoor and outdoor aquatics facilities, and community athletic and special event facilities within various parks, including Fort Missoula Regional Park.

  • Develop policy for fee structures, cost recovery, and align with expected services for all recreation facilities and services; raise contributions and in-kind service donations from sponsors for recreational facilities, services, and special events.

  • Oversee and coordinate aquatic and park facility use, including special use, events, and sports field schedules; coordinate recreation activities and special events with other department stakeholders, outside agencies, and public schools to facilitate efficient, effective, and professional services.

  • Develop and coordinate contracts for construction and professional services; develop request for proposals (RFPs) for projects and recreational facilities.

  • Oversee the administration of permits for parks, trails, conservation lands and recreation facilities.

  • Develop opportunities for citizen volunteers; develop and promote community partnerships.

  • Contribute to and enhance the branding, quality of service, communications, and marketing for the department and the City of Missoula.

  • Develop, manage, and maintain operating, and capital budgets and funding strategies; monitor and analyze expenditures to recommend adjustments and forecast budgeting needs.

  • Assist with strategic planning for the department.

  • Represent the City in various public and professional meetings; assist with media relations.

  • Prepare various reports, presentations, and other documents.

  • Respond to various inquiries and complaints.

  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of recreation administration, including planning, program development, budgeting, fundraising, etc.

  • Knowledge of, or the ability to learn, the principles and practices of aquatic management and operations, including programming, marketing, pool disinfection, staffing needs, etc.

  • Knowledge of, or the ability to learn, the principles and practices of public administration, including budgeting, strategic planning, project management, policy development, staff management, capital improvement plans, funding strategies, etc.

  • Knowledge of and ability to promote department safety considerations, City safety policies, OSHA standards and guidelines, including Americans with Disabilities Act (ADA) and risk management techniques to reduce exposure to injury, damage, and liability.

  • Skill in utilizing various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.

  • Skill in developing and implementing operational plans and programs.

  • Skill in developing and monitoring safety guidelines and procedures.

  • Skill in developing and implementing various procedures and policies.

  • Skill in researching, analyzing data and problems, and the ability to prepare written recommendations.

  • Skill in public speaking, with the ability to train and present data, reports, and other findings to a variety of diverse groups and individuals.

  • Skill in managing multiple projects with shifting priorities and timeline demands.

  • Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.

  • Skill in communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.

  • Ability to assess community needs and desires and apply service standards and evaluate customer satisfaction.

  • Ability to evaluate performance and outcomes of programs and projects, including fiscal analysis and operational efficiencies.

  • Ability to maintain current knowledge, developments, and trends related to specific area of focus and/or assigned projects.

  • Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.

  • Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment.

  • Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.

  • Ability to learn departmental and City of Missoula practices and procedures, including Missoula Municipal Code, Montana Code Annotated, and other federal, state, and local regulations related to parks & recreation.

Working Conditions:

  • Work environment may involve exposure to unavoidable weather conditions, occupational hazards, construction hazards, and physical risks, including uneven terrain, loud noises, or high traffic areas, which require following basic safety precautions.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to seven (7) years’ experience in recreation administration, or another relevant field.

  • Must have prior supervisory experience.

  • May be required to obtain professional recreation certifications, e.g., Certified Parks & Recreation Professional, Sports, Events, and/or Aquatics Management Certifications, or related.

  • Experience with indoor and outdoor aquatic facility management, special use recreation facilities, and entrepreneurial programs, preferred.
