National Park Service Supervisory Park Ranger (Protection) in Moab, Utah
Summary The position located in Moab, Utah serves as the Deputy Chief Ranger of Law Enforcement operations and reports directly to and is supervised by the GS-13 Chief Ranger of the four parks of the Southeastern Utah Group or SEUG (Arches, Canyonlands, Hovenweep and Natural Bridges). This position is one of the Chief Ranger's key staff members and has the full authority of the Chief Ranger in their absence and may commit the Division to new or modified courses of action. Responsibilities Assumes overall responsibility for planning, developing, managing, and leading a law enforcement program for Southeastern Utah Group. Supervises and manages staff in law enforcement operations for visitor and resource protection, including patrol by vehicle, foot, bicycle, and boat/raft. Cites, apprehends, detains, and/or transports violators. Investigates and prosecutes crimes. Assess skills of law enforcement personnel and ensures recurring training standards are met by all personnel. Leads search and rescue/recovery, and emergency medical services in the park. Participates in wildland fire fighting. Performs after-action reviews of major incidents to critique group and individual performance and provide feedback to improve future performance. Supports mutual aid agreements among Federal, State, and local law enforcement and emergency services organizations including non-governmental cooperators. Maintains critical and sensitive relationships with representative of surrounding law enforcement and EMS jurisdictions. Serves on regional and national teams for law enforcement planning and training. Supervises staff spread across a large geographic area, including recruiting, hiring, and evaluation. Provides emergency medical services to the sick and injured. The position is targeted to be an Emergency Medical Technician-Basic (EMT-B) or higher. The government will train the employee to this level and once trained, the employee will operate at and maintain a current National Registry certification. Is responsible for the care of patients within the Southeast Utah Group, and areas surrounding the park, during transportation to an appropriate medical facility, and may assist in patient care within a hospital. You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Physical Demands: Duties and responsibilities require long workdays and extensive travel. Ability to work out of doors for long periods of time in hot, dry, desert temperatures which range up to 115 degrees Fin the summer and in cold snowy conditions which may reach 0 degrees F in the winter. Must have the ability to respond, in an alert manner, to emergency situations which can occur at any time of the day or night. Must be capable of arduous hiking up to I 2 miles in a day over steep, rocky, canyon terrain which ranges in altitude from 3,500 to I 0,000 feet above sea level. The incumbent is occasionally required to perform physically rigorous assignments. Mandatory physical fitness and medical standards apply to the incumbent of the position. Working Conditions: Work is performed in an office environment and occasionally in the field directing emergency operations or special events or providing operational oversight. The field environment is characterized by extreme variations in elevation and temperature. Incumbent must occasionally travel by helicopter, fixed wing aircraft, horse or mule, or canoe or whitewater vessel. The emotional environment is most commonly one of high stress. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to be fitted for a Respirator (Respirator Fit Test). You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be on occasion be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Qualifications Requirements - Conditions of Employment Continued: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Selectee must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. In addition to law enforcement duties, positions may perform wildland or structural firefighting. Wildland firefighting and other forms of field work demand a high level of fitness to safely perform arduous, day-long work in difficult environmental conditions, including steep terrain, extreme temperatures, altitude, and smoke, and to meet unforeseen emergencies. This requires that you pass a Pack Test, a job-related test of the capacity for arduous work. It consists of a 3-mile hike with a 45-pound pack over level terrain. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified component being measured. Selective Factors: Applicants must meet ALL of the following to qualify: National Park Service Type I Law Enforcement Commission: Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by close of this announcement. Previous Law Enforcement Experience: In addition, for positions covered under 6(c) as Primary/Rigorous (Law Enforcement), has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite. (Experience must be documented in resume.) - AND -Applicants must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include but is not limited to conducting law enforcement patrols in front- and backcountry areas; investigating crimes and citing, apprehending, detaining, and/or transporting violators; analyzing law enforcement program activities based on funding to balance objectives, amount and location of work, and type of resources needed for the program; reviewing accident reports and law enforcement, EMS, and SAR case reports to ensure compliance with policy; leading incident management teams; making recommendations to senior managers and implementing management action through multiple organizational layers; collaborating with other federal agencies, local governments, and/or non-governmental organizations and individuals including through mutual aid agreements; contributing to and carrying out management priorities; budgeting and financial management; and human resource management including recruiting, hiring, supervising, motivating, evaluating, and disciplining staff as appropriate. You must include hours worked each week. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.
