Center for Human Services YNC Operations Manager in Modesto, California

Center for Human Services (CHS) is seeking an organized and dynamic project or program manager to join our Youth Navigation Center team as YNC Operations Managersupporting the teams that serve youth experiencing homelessness in Stanislaus County. This is a fulltime opportunity working primarily M-F daytime in the office.

POSITION SUMMARY: The Program Operations Manager will work directly with YNC programs to ensure effective document management, process efficiency, compliance, and best practices. This role requires comprehensive knowledge of all program services, involves grant writing, and includes assisting with reporting requirements to secure funding. The Manager will conduct job task analyses, perform time studies, manage documentation, ensure adherence to HIPAA and other regulations. Additionally, this role supports recruitment, hiring, and onboarding within the department to ensure overall program success.

QUALIFICATIONS:

  1. Bachelors degree in Operations Management, Business Administration, Psychology, Instructional Design, Learning and Development or another related field OR a minimum of 2 years of experience in operations or program management with progressively increasing responsibilities

  2. Strong project management skills

  3. Experience in system and process mapping.

  4. Experience with grant writing and reporting.

  5. Knowledge of HIPAA and other relevant compliance regulations.

  6. Excellent organizational, analytical, and problem-solving skills.

  7. Strong communication and interpersonal skills.

  8. Excellent oral, written, and interpersonal communication skills.

  9. Ability to manage multiple projects simultaneously and work in a fast-paced environment.

  10. Pass agency paid criminal justice screening fingerprints.

  11. Pass agency paid TB (Tuberculosis) screening.

  12. Pass agency health screening or drug testing, if required.

  13. Possession of a valid California Drivers License and proof of valid auto insurance coverage.

  14. Pass agency paid MVR clearance with no more than 2 points - if you are under the age of 25 our insurance company will not allow any points.

DUTIES:

  1. Reporting and Tracking: Provide accurate and timely reports on operational metrics and project progress. Implement tracking systems to monitor key performance indicators (KPIs) and ensure data-driven decision-making.

  2. Grant Writing: Prepare and write grant proposals, including assisting with reporting requirements to secure and manage funding.

  3. Job Task Analysis: Conduct job task analyses and key informant interviews to understand and document the requirements and responsibilities of various roles.

  4. Documentation Management: Create and manage comprehensive documentation for processes, procedures, and compliance requirements.

  5. System and Process Mapping: Develop and implement system and process maps to optimize organizational operations.

  6. Time Studies: Perform time studies to evaluate the efficiency of current processes and identify opportunities for improvement.

  7. Project Management: Oversee and manage projects to ensure they are completed on time, within scope, and within budget.

  8. Training: Design and deliver training programs to ensure staff are knowledgeable about processes, systems, and compliance requirements.

  9. Compliance: Ensure organizational compliance with certification, tracking, application submission, confidentiality, HIPAA, and other regulatory requirements.

  10. YNC Programs: Collaborate with YNC client-centered programs to maintain documents, processes, efficiency, compliance, and best practices.

  11. Recruitment and Hiring: Assist with the recruitment, hiring, and onboarding processes for the assigned department.

  12. Perform other duties as assigned.
