Description

Under the direction of the Foreman, direct and perform assigned tasks to construct and/or maintain City roadways, storm sewer system, parks system and facilities. This is a working lead position which requires considerable independent judgment by the employee. Work is reviewed through status reports, staff meetings and results obtained. Responsible for the direct day-to-day supervision of one or more workers in the field.

Essential Duties

  • Serves as lead worker over one or more maintenance crews and provides direct on-site supervision to subordinate employees as required; plans daily work assignments and instructs subordinates as necessary; inspects work in progress and upon completion to ensure compliance with work orders, plans and specifications; analyzes and resolves technical problems encountered in the project; enforces safety rules and regulations.

  • Investigates and responds to complaints and requests for maintenance work received from the general public; conducts site inspections and determines resource requirements for any needed repairs; prepares estimates of material, equipment and labor requirements for needed repair and maintenance work; serves as coordinator during emergency conditions such as flooding, snow, ice events, earthquakes, etc.

  • Maintains daily work records, check lists, and employee time cards; prepares required written reports.

  • Responsible for daily field review with crews on-site.

  • Responsible for daily checking of roads for problems and establishing future project lists.

  • Performs assigned tasks to construct and/or maintain the City's road and street system including, but not limited to, asphalt paving and patching, striping, painting, sign installation and replacement, mowing, brush cutting, sweeping, spraying, snowplowing, grading, and concrete patching.

  • Performs assigned tasks to construct and/or maintain the City's storm sewer system including, but not limited to, installing and/or cleaning storm sewer pipes and catch basins, mowing, brush cutting, ditch cleaning and pond cleaning.

  • Performs assigned tasks to construct and/or maintain the City's parks system and facilities including, but limited to, mowing, edging, weeding, watering, irrigation system installation and maintenance, fertilizing, cultivating, planting, spraying, facility cleaning, trash pickup and removal, float installation and maintenance.

  • Operate a variety of hand and power operated tools and equipment including shovels, picks, manual and riding lawnmowers, blowers, trimmers, cutting torches, pneumatic tools, hand compactors, pumps, jackhammer, drills, and hand tools to complete assigned maintenance and construction tasks.

  • Operates machinery and equipment including sweepers, backhoes, single axle and double axle dump trucks, wheel loaders, tractors, graders, snowplow/sander combinations, pickup and other light duty trucks, and compaction roller to complete assigned maintenance and construction tasks.

  • Performs routine daily maintenance and servicing of equipment including fueling, lubricating, monitoring and maintaining proper fluid levels.

  • Applies herbicides and other chemicals to City facilities and parks in accordance with state and federal regulations and Policies and Procedures .

  • Performs work in compliance with federal and state laws, OSHA, WISHA and Policies and Procedures.

  • May act as a flagger to control traffic . May plan and implement traffic control plans to allow for work in or near the traveled ways.

  • Responds to emergency call outs.

  • Responds to public inquiries in a courteous manner, provides response within scope of knowledge or refers to employee in higher classification.

  • May perform basic carpentry and concrete finishing, welding, and painting as necessary to accomplish primary activities.

  • May assume Foreman responsibilities during vacations or other absences.

  • Performs other duties as assigned.

Required Knowledge, Skills and Abilities:

  • Ability to analyze and determine resource requirements (personnel, tools, materials, and equipment) for a variety of maintenance, repair, and construction work.

  • Ability to plan, organize, and supervise the work of subordinate employees.

  • Ability to read, interpret, and work from a variety of blueprints, drawings, and work orders.

  • Ability to prepare drawings, work plans, resource estimates, and other written materials.

  • Ability to teach subordinate employees proper maintenance, repair, and construction techniques.

  • Working knowledge of maintenance equipment, construction methods and procedures.

  • Working knowledge of safety standards and precautions related to maintenance and construction activities.

  • Ability to use the mechanical tools of the trade.

  • Ability to read, write, and comprehend the English language.

  • Ability to understand and follow written and oral directions.

  • Ability to work cooperatively in a work crew.

  • Ability to perform heavy manual labor in all weather conditions.

  • Ability to establish and maintain effective working relationships with employees and the general public.

  • Skill in using the hand tools and equipment of the laboring trade.

  • Ability to proficiently operate equipment such as backhoe, front-end loader, street sweeper, dump truck, and other more complex equipment.

  • Ability to work independently.

  • Ability to perform basic first aid methods and procedures.

  • Skillfully and safely operate a variety of trucks in all types of weather conditions.

  • Basic computer skills.

Physical Demands and Work Environment:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals to perform the essential functions.

While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to talk or hear. The employee is required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl.

The work is performed outdoors in all types of weather. The employee is exposed to a variety of potential hazards associated with working near or in traffic and around road and park

construction and maintenance equipment. Employees may be required to work evenings, weekends or holidays and are subject to call out at any time for emergency conditions.

Duties require strenuous physical activity such as lifting and carrying heavy objects up to 50 lbs. routinely, shoveling, and other manual labor.

Entry into confined spaces may be required. Employees may be required to wear half face and full face respirators in addition to other required safety equipment, and work in a supplied air situation.

Qualifications

Minimum Educational and Experience Qualifications:

  • Three (3) years' experience in road, drainage systems or park construction or maintenance. Experience in maintenance of public facilities such as roads, storm or sanitary sewer systems, and parks and grounds is preferred.

  • High School diploma or equivalent

  • Any equivalent combination of education and experience which provides the applicant with the necessary knowledge, skills, and ability required to perform the essential duties of the job.

License and Certificate Requirements:

  • Washington State Commercial Class B Driver License with acceptable driving record.

  • Storm Lead Maintenance Workers must obtain a Tank Vehicle endorsement and an Air Brake endorsement within six months of being assigned to the Storm Division.

  • Washington State Commercial Class A Driver License

  • First Aid and CPR Certification

  • State Flagging Certification

  • Chemical Applicators License within one year of date of hire as required

  • Playground Inspection Certification within one year of date of hire as required

  • NIMS and ICS Certification within one year of hire

  • Confined Space Certification within one year of date of hire as required.
