Position Description
Provides leadership and oversight of the Ryan White Part A provider network to assure that providers meet program requirements and are compliant with grant requirements and federal regulations.
Typical Duties
Collects and utilizes data and Ryan White related resources to inform work related decisions.
Develops relationships and ongoing dialogue to assure provider compliance.
Provides support to MPHD fiscal staff in invoicing and budgets.
Responsible for provider monitoring including the use of monitoring tools and protocols.
Responsible for the development, implementation, and oversight of Ryan White measurement systems to assess the effectiveness of medical care and supportive services.
Responsible for working with the CQM Monitor and Epidemiologist in the development of unit cost of service and service utilization.
Provides result presentations/information to various professionals and stakeholders.
Provides on-going technical assistance, resources and training related to monitoring or policy changes to stakeholders.
Manages client complaints.
Works collaboratively and provides support to Ryan White staff and MPHD fiscal staff.
Develops and sustains relationships and interacts on a regular basis with various stakeholders including those living with HIV disease.
Performs duties related to Administrative Clinical Quality Monitoring and leads the creation of Standards of Care ensuring the providers are appropriately implementing them.
Responsible for providing guidance, leadership, and other pertinent functions of the Standards of Care Committee.
Responsible for development, implementation, and oversight of the MPHD Ryan White manual to meet external HRSA and internal MPHD requirements.
Accurately and consistently documents compliance with HRSA requirements using approved software formats.
Manages the provider waiver process to ensure the correct procedures and forms are used.
Assists and supports reporting on demographic, clinical, and health care utilization in the spectrum of HIV-related illnesses, the local epidemic, and outcomes by sub-populations.
Provides support to the Ryan White Program Manager in developing and recruiting the Request for Proposal panel.
Develops updates for MPHD Ryan White Contract processes.
Performs other duties as necessary.
Minimum Qualifications
Graduation from an accredited (4) four-year college or university and one (1) year of responsible, full-time employment in public administration, business administration, public health administration, public health sanitation, public health nursing, public health education, or other appropriate field

One (1) year of graduate study in public health administration, public administration, or health education may be substituted for one (1) year of experience.
or
A minimum of seven (7) years of increasingly responsible experience in the areas of public health administration, public administration, public health sanitation, or business
administration, of which at least one (1) year within the past three (3) years must have been in an administrative or supervisory capacity.
Preferred Experience, Knowledge, Skills, and Abilities
A minimum of 1 year of experience in the field of HIV/AIDS; program monitoring; developing and managing a request for proposal process; facilitating groups charged with problem resolution.
Ability to understand and measure compliance with program requirements.
Demonstrated ability to extrapolate and use data to monitor and identify actions for program improvement and interpret federal and state regulations.
Proficient in Microsoft Office (Word, Outlook, Excel, and PowerPoint).
Strong organizational and time management skills and the ability to independently prioritize and meet deadlines.
Strong interpersonal skills, collegiality, and professionalism.
