United States Fleet Forces Command PROGRAM ANALYST in Naval Base, Virginia

Summary You will serve as a PROGRAM ANALYST in the TRAINING STANDARDIZATION at the NAVAL INFORMATION WARFIGHTING DEVELOPMENT CENTER (NIWDC)of NAVINFOWARDEVCEN NORFOLK. Responsibilities You will be responsible for analysis and coordination of advanced level, tactical Information Warfare training in support of U.S. Naval forces. You will conduct training analysis and provide advanced training solutions, support scheduling for Carrier Strike Groups, Amphibious Ready Groups, Numbered Fleet Commander staffs and shore component. You will collaborate with all the major Information Warfare disciplines Command and Control, Cyber Operations, Space, Electronic Warfare, Cryptology, Information Operations, Intelligence Operations, and Meteorology/Oceanography. You will assess opportunities and curriculum that maximizes fleet training, while working with platform TYCOMs and fleet operations teams in scheduling training periods. You will analyze training curriculum and generate standardized assessments of IW (Information Warfare) training/ instruction being provided by different organizations. You will set clear training objectives, establish measurable standards and produce detailed reports on fleet training programs/ courses. You will develop and adopt processes that capture training Lessons Learned/ Best Practices and work to transition these into appropriate IW doctrine/ TTPs, enabling and advancing standardized fleet operations. You will supports/assess IW Warfare Tactics Instructor (WTI) training processes and track individual qualifications/ standards for different IW specialties. You will provide insight to NIWDC leadership on applicability for future IW standardized 0-FRP training events. You will represent the Commander, provide FlagĀ­ level presentations, identify enabling IW training initiatives that integrate existing/new/ modified tactics, opportunities for expanding IW training. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting training analysis and providing advanced training solutions, supporting scheduling for Carrier Strike Groups (CSGs), Amphibious Ready Groups (ARGs), Numbered Fleet Commander (NFC) staffs and shore components. Experience assessing opportunities and curriculum / courses that maximize fleet training, while working with platform TYCOMs and fleet operations teams in scheduling training periods within the Optimized - Fleet Response Plan (O-FRP). Experience integrating a combination of classroom, synthetic and hands on IW training events designed to bridge the gap between basic and integrated phases of training. Experience analyzing training curriculum and generates standardized assessments of IW training / instruction being provided by different organizations, to include setting clear training objectives, establishing measurable standards and producing detailed reports on fleet training programs / courses. Experience assessing existing and newly developed IW capabilities, systems and toolsets, and reports impacts to IW training systems and processes. Experience coordinating with other Warfighting Development Centers (WDCs), Operational Commanders' staffs, deploying staffs, shore commands, and System Commands Program Offices to ensure IW doctrine, TTPs and system operational manuals align with fleet warfighting capabilities, training events and supporting requirements. Experience assessing and providing detailed analysis Fleet and commander exercises and training evolutions. Experience in representing the NIWDC Commander, providing Flag-level presentations, identifying enabling IW training initiatives and opportunities for expanding IW training.
