The Position

Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.

This position is located within the Financial Management Division, Programming Unit, in Carson City. This Management Analyst III position is responsible for programming funds (federal, state, and other) to highway projects annually. The programming of funds is a critical function for the Nevada Department of Transportation (NDOT). This position will supervise and provide training and guidance to two Management Analyst II positions and provide back-up for the other Management Analyst III, which requires strong financial research and analysis skills. In addition to programming federal, state and local funds into projects, this position will assign and review work ensuring projects follow federal and State requirements.

Incumbent acts as liaison to all divisions within NDOT and with the Federal Highway Administration (FHWA); troubleshoots issues between FHWA and NDOT, obtains FHWA's approval of projects, and secures the FHWA's agreement to reimburse the State for all authorized expenditures; generates reports to both internal and external customers such as the US House of Representatives Committee on Transportation and infrastructure, FHWA, and the Nevada State Legislature. This position is critical to revenue generation since it is responsible for the programming of funds, allowing NDOT to commence projects, pay contractors, and receive reimbursement from numerous entities including the FHWA which provides a significant percentage of the department's funding. To Qualify:

In order to be qualified, you must meet the following requirements:

Education and Experience (Minimum Qualifications)

Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.

Additional Position Criteria

This recruitment is only open to current classified employees in state service with at least six months of continuous, full-time equivalent service.
