The Department of Consumer and Worker Protection (DCWP) is seeking a motivated and skilled Business Analyst to join our Project Management Office (PMO) team. Under the leadership of the Executive Director of the PMO, the Business Analyst will play a key role in supporting New York City’s Financial Empowerment Initiative. This city-wide initiative is designed to ensure that all New Yorkers have access to the tools and resources they need to achieve financial stability and security, particularly those from underserved and low-income communities.
As part of this initiative, the Business Analyst will provide end-to-end project management and business analysis to drive the successful implementation and deployment of the project. The key responsibilities will include managing various aspects of the initiative, from planning and execution through operational support. The ideal candidate should have experience in the Software Development Lifecycle (SDLC), including Agile and Waterfall methodologies. The successful candidate should possess the following qualifications:
Strong end-to-end business analysis skills, with extensive experience in documentation and business process mapping.
Expertise in requirements gathering and documentation (use cases, functional specifications, and business requirements), along with proficiency in QA documentation, including test plans, test cases, and test scripts.
Experience with data analysis, including collecting, cleaning, and preparing data for analysis. Skilled in using statistical and machine learning techniques to analyze data and support various divisions with data provision and analysis.
Exceptional written and oral communication skills, a high level of professionalism, a commitment to quality, and the ability to prioritize and collaborate effectively with executive management, vendors, suppliers, and partner agencies.
Ability to respond to business requests, data governance procedures, experience with human centered design, value stream mapping, SharePoint, Microsoft Project, Visio, with a formal scrum certification will be a plus.
Demonstrated ability to work in an iterative, agile environment, managing milestone deliverables within a structured development framework, while ensuring projects are delivered on time and within budget.
Strong problem-solving skills to identify, resolve, and prioritize mission-critical production issues, while providing clear technical documentation.
Proven ability to develop and maintain comprehensive technical documentation, including design documents, specifications, software documents, and training guides.

Qualifications
A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
