Job Description

Turner and Townsend are seeking an experienced Portfolio Program Manager in Business Process Management to design and implement a robust global governance framework for streamlining internal project approval processes across a large hyperscale data center portfolio. This framework will address both asset-related and new capacity-related approvals, ensuring alignment with risk-based methodologies. The role focuses on consolidating fragmented approval processes into a cohesive structure, reducing cycle times and minimizing delays.

The successful candidate will have extensive experience streamlining business processes, deep knowledge of governance frameworks, and expertise in navigating capital planning methodologies in large, matrixed organizations.

Key Responsibilities

Governance Framework Development

  • Lead the creation of a global, risk-based governance framework for internal approvals, covering both asset and capacity-related decisions.

  • Identify bottlenecks within the current fragmented approval processes and define lean process workflows to accelerate decision-making.

  • Perform gap analysis between the current and new approval processes, identify actions needed to resolve the gaps, and lead and monitor resolution of gaps.

  • Document new processes in process definitions (SIPOC), swimlane diagrams (Lucidcharts), and business rules.

  • Ensure the governance framework aligns with portfolio management goals, operational risk thresholds, and capacity needs.

  • Collaborate with cross-functional stakeholders to validate framework designs and maintain engagement throughout implementation.

Stakeholder Engagement & Change Management

  • Work closely with internal teams across operations, finance, and risk management to align governance with business priorities.

  • Document decision-making forum charters, including purpose, roles, and procedures.

  • Facilitate buy-in across various departments by leading workshops and presentations to senior leadership.

  • Develop communication plans to ensure smooth adoption of the new governance framework globally.

Monitoring and Continuous Improvement

  • Establish performance metrics and KPIs to monitor the effectiveness of the governance framework and approval timelines.

  • Identify opportunities for process optimization and work with stakeholders to implement improvements on an ongoing basis.

  • Stay current with industry best practices and incorporate insights from capital funding models and governance tools to enhance processes.

Qualifications

  • 10+ years of experience in business process design, governance, or portfolio management in a large enterprise environment.

  • Proven ability to design lean governance frameworks and streamline approval processes.

  • Strong understanding of capital planning methodologies and large funding provisions.

  • Expertise in working within a matrixed organization with experience engaging multiple business units and stakeholders.

Interpersonal Skills

  • Exceptional communication and collaboration skills, with the ability to engage effectively at all levels of the organization.

  • Strong problem-solving abilities, with a focus on creating scalable solutions for complex governance challenges.

  • Proven ability to navigate change management and gain consensus in dynamic environments.

Technical Expertise

  • Familiarity with project management tools (e.g., Smartsheet, MS Project) and governance platforms (e.g., eBuilder, Quickbase).

  • Experience developing governance frameworks aligned with asset and risk management goals.

  • Working knowledge of digital process governance tools such as process mining and workflow automation software to enhance governance oversight.

Certifications (Preferred)

  • Project Management Professional (PMP) or Program Management Professional (PgMP) from PMI.

  • Certifications in Lean Six Sigma or Business Process Management (BPM) from reputable institutions like BPMInstitute.

  • Knowledge of capital planning frameworks and methodologies recommended by advisory firms like PwC or other global consulting firms.

Additional Information

The salary range for this full-time role is $170K-$175 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
