Overview
The Strategic Procurement Office is committed to installing responsible procurement processes based on high quality service to the Library community and to engage in ethical behavior in all dealings with Library suppliers. The NYPL community is required to use the Procurement Office for all sourcing / purchasing, vendor contracting, supplier management, and related needs. The Procurement Office relies on the cooperation of all Library personnel to deliver best practice procurement services that maximize the Library’s purchasing power, cost savings and efficiencies.
The Senior Procurement Specialist will report to the Director of Strategic Procurement and collaborate with the procurement team to source and/or procure goods and services as required by the Library.
Some expectations for this role are that within:
1 month , this person will:
Gain an understanding of organization’s policies, processes and compliance requirements.
Familiarize yourself with the organization’s supply chain and procurement systems/tools.
Meet and build rapport with key stakeholders, including internal departments, suppliers, and vendors.
Review current procurement contracts, agreements, and key projects.
3 months , this person will:
Track & analyze spend data, vendors and internal requirements to identify cost-saving and efficiency opportunities
Actively manage procurement activities such as sourcing, vendor negotiations, and purchase orders.
Take an active role, or lead ongoing projects, ensuring they align with the company's objectives and adhere to established timelines.
6 months and beyond , this person will:
Take ownership of specific procurement categories or projects, ensuring smooth execution and delivering measurable results.
Implement process improvements and cost-reduction strategies based on insights from procurement data - Develop Category and/or Supplier Plans.
Support strategic planning by contributing to supplier risk assessments, market analysis, and long-term sourcing strategies.
Build a reputation as a trusted partner among stakeholders by consistently delivering value.
Responsibilities:
The Senior Procurement Specialist:
Provides guidance to departments on NYPL procurement processes and policies. Conducts regular meetings with assigned departments to deliver exceptional support.
Builds strategic partnerships with key suppliers, stays informed on industry trends, and identifies best practices for assigned commodity categories and suppliers.
Take the lead in evaluating, developing, and implementing category sourcing strategies and key supplier management and development plans.
Demonstrated expertise in analyzing market trends, supplier performance metrics, and financial data to inform strategic procurement decisions.
Conducts impactful spend analysis to uncover opportunities and mitigate risks.
Manages and oversees the development of multiple RFx sourcing events, including RFPs, RFQs, and RFIs.
Lead / support organizational key Procurement and Compliance initiatives
Focus on driving maximum cost savings, efficiencies, and improvement opportunities with suppliers and within assigned projects.
Oversee the complete Strategic Sourcing process, including analysis, sourcing, contracting, and onboarding of supplier partners to meet NYPL's requirements.
Implements best practices and corresponding tools / solutions for internal and external requirements
Develops/maintains reporting requirements
Review, evaluate, negotiate, and draft vendor contracts to ensure compliance with procurement policies, secure favorable terms and conditions, and identify opportunities to reduce costs and mitigate risks for NYPL.
Obtain quotes, negotiate with suppliers, and process requisitions & purchase orders for responsible commodities (services and/or goods)
May perform additional duties as required
Required Education, Experience & Skills
Required Education and Certifications
- Bachelor’s degree or 6+ years of relevant work experience
Required Experience
- Minimum of 5 years of experience in procurement, sourcing, and contract management, with a focus on managing indirect materials and related categories (goods and/or services).
Preferred Qualifications:
Experience in procurement within not-for-profit, education, institutional, and/or government agency settings.
Experience with Federal, NYC, NYS, and/or Cooperative Contracts
