Roles and Responsibilities:

  • Project management – Provides efficient independent management of complex environmental site remediation projects including project planning, contractor management, budget forecasting, regulatory agency communication, fieldwork implementation, technical reporting, and forecasting.

  • Conducts administrative and field support to the environmental Task Order Consultant (TOC) program including field work planning and implementation, invoice reconciliation, project tracking and scope of work and cost estimate preparation.

  • Conducts project management meetings, provides comments and maintains project files pertaining to environmental aspects of each assigned project.

  • Coordinates environmental vendors (non-TOC) as directed. Supports project estimation, evaluates change orders, reviews technical questions, and advises project manager of same.

  • Coordinates various regulated waste programs such as universal and solid waste programs for NJ TRANSIT Facilities. Alerts supervisor/project manager of potential compliance issues that may impact regulatory compliance.

  • Oversees hazardous building materials (asbestos and lead) and mold assessment and remediation including scope of work development contractor selection work oversight and project close out.

  • Performs environmental compliance audits of assigned NJ TRANSIT facilities. Participates in the department’s on–call spill response program. Provides support on other environmental projects/initiatives as directed.

  • As requested, provides environmental support to incidents such as spills and adverse weather events as well as other remediation or abatement activities.

  • As assigned organizes and oversees the completion of environmental due diligence in support of the acquisition and divestment of various real estate parcels.

Education, Experience and Qualifications:

Minimum:

  • Bachelor's degree in Engineering/Environmental Science or related field provided the completed curriculum includes sufficient coursework in physical sciences such as chemistry, biology, and geology.

  • At least five (5) years of applied progressive experience related to New Jersey environmental site, remediation projects (N.J.A.C. 7:26 E Tech Rules) / NJDEP Site Remediation Reform Act (N.J.A.C. 7:26C SRRA) Underground Storage Tank (N.J.A.C. 7:14B). At least two (2) years of the required experience must be in a project management role where the candidate is responsible and demonstrates a proven record of project advancement.

  • Completion of a technical training program and four (4) years of additional applied experience may be substituted for the degree.

Preferred:

  • Project management and field experience related to site remediation projects involving subsurface investigations and remediation within New Jersey.

  • HAZWOPER 24/40 HOUR Trained and up to date 8-Hour HAZWOPER Refresher Course.

  • Experience in document preparation, management, review and editing.

  • Experience in preparing cost estimates, managing vendors and reconciliation of invoices

Knowledge and Skills:

Essential:

  • Ability to work with all levels of management and staff

  • Strong verbal and written communication skills

  • Ability to simultaneously manage multiple projects with defined deadlines

  • Detail-oriented

  • Self-starting, able to overcome challenges and solve problems

  • Be assertive, able to drive projects in the best interest of NJ Transit and EE&S Department

  • Proficient in Microsoft Office products, such as Excel, Word, and PowerPoint

Preferred:

  • Familiar with site investigation work (soil borings and monitoring wells)

  • Familiarity Polychlorinated Biphenyl (PCB) Site Revitalization Guidance Under the Toxic Substances Control Act (TSCA) 40 CFR 761

  • Experience with ASTM Phase I / II environmental assessments or similar “due diligence” activities.

  • Experience with remedial site work such as excavations / petroleum tank decommissions, remedial injections and remedial system operations and maintenance.

  • Experience with the regulatory management of hazardous building materials (asbestos, lead, mold)
