Commander, Navy Installations FIRE CHIEF in Nimitz Hill, Guam

Summary You will serve as a FIRE CHIEF in the Fire and Emergency Services of COMMANDER NAVY REGION MARIANAS. Responsibilities You will technically and administratively supervise approximately nine direct reports and through subordinate supervisors, indirectly supervise approximately 150 firefighters. You will be responsible to maintain the utilization of manpower at a high level of effectiveness, re-organizing work to increase effectiveness, productivity, and job satisfaction. You will confer with engineers, authorities, and technical personnel in developing plans, procedures, water distribution systems, fire alarm systems, building construction, storage requirements, and fire prevention procedures. You will maintain budget within parameters and current business rules by supervising the expenditure of funds ensuring expenditures do not exceed the annual budget. You will participate in the development of new and improved methods for fire prevention, firefighting, nuclear accident or incident control, disaster control, firefighting personnel utilization, and training. You will develop and direct the development of pre-fire planning of buildings, ships, aircraft and other highly hazardous areas of the activities and installations protected. You will develop the plans and programs necessary to carry out the department's responsibility to protect the lives and properties with the Armed Forces activities and installations with Commander Joint Region Marianas. You will personally direct firefighting operations in major fire emergencies, being in complete charge of all personnel apparatus, and directing their operations at such fires. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing, planning and directing fire protection/prevention theories, principals methods, practices and procedures; overseeing the funding requirement, budget process and supply function; providing program policies (e.g., personnel management, labor relations, scheduling of work, assignment of personnel, apparatus and response areas, training requirement and the use of specialized guidelines and instructions). You will be required to obtain and maintain a current certification in the following: Fire Officer IV, Fire Service Instructor III, Fire Inspector III, Airport Firefighter, and Hazardous Materials Incident Commander. You will be required to obtain and maintain a current certification in the following FEMA certifications: ICS-100, ICS-220, ICS-700, and ICS-800. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
