Description
CITY OF NORFOLK: Department of Public Works is currently seeking an Administrative Technician within the Division of Environmental Storm Water Management. This position performs general administrative and clerical assistance, customer service, data entry, payroll management, human resources, and financial and budgetary duties.
The Department of Public Works builds, maintains and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.
Departmental Hiring Salary Range: $41,231 - $43,293
Essential Functions
Essential functions include but are not limited to:
Provides administrative assistance by conducting research, developing related correspondence, processing and maintaining records, collecting data, composing correspondence and reports, filing, and assisting with other standard clerical duties.
Performs procurement and financial duties. Data entry into the financial system. Monitors inventory, purchases and stocks supplies, resolves billing issues, verifies and processes payments, prepares monthly reports, inputs and retrieves data, and monitors contracts. Knowledge of the Advantage Financial Management System a plus. Must be able to make general mathematical computations.
Compiles performance indicator data utilizing a work management database system. Responsible for ensuring all data is entered accurately and in a timely fashion. Produces performance indicator reports to be used by management for funding reimbursement, maintenance decisions, or regulatory compliance.
Answers and directs telephone inquiries from both internal and external customers. Operates a telephone switch board and dispatches requests. Assists customers and personnel by answering telephone inquiries or sending and receiving e-mail messages or letters. Greets visitors and represents the organization in a professional manner.
Schedules meetings and appointments, as well as establishes agendas and other supporting documentation for meetings, and documenting meeting minutes.
Processes and distributes mail.
Performs tracking or auditing employee payroll, leave and benefit records. Assists employees with PeopleSoft entries and inquiries. Assists in the maintenance of personnel files. Knowledge of PeopleSoft a plus.
Assist with recruitment by preparing advertisements for open positions, monitors vacancies, schedules appointments, participates in interview processes, performs reference checks, and completes written recommendations.
Supports staff with other clerical duties as requested or assigned.
Assists with long range planning and formulation of goals and objectives and aiding in the development of policies, procedures, manuals, and plans.
Assists staff with travel and training arrangements.
Monitors the facility and equipment maintenance by coordinating work orders and minor repairs.
Operates computer, calculator, copy machine, facsimile machine, and multi-line telephone. Must have good Microsoft office suite skills including excel and word.
Requires the ability to follow verbal and written instructions. Requires normal hearing and seeing capabilities. Work will require long hours in front of a computer screen. Must be able to stand, bend, lift, reach and stoop in order to maintain files.
Must be able to work assigned shifts during emergency situations.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years clerical experience.
Preferred Education/Experience:

- Must possess valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
Work Hours: Monday – Friday 7:00 am to 3:30 pm; 40 hours per week every week; This position may require the candidate to respond to after-hour emergencies.
Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
