The City of Norfolk has embarked on a new paradigm for multimodal transportation that will provide a range of mobility options to support all residents, businesses, and visitors. The city has embraced safety as the number one priority for our multimodal transportation system. Our goal is to have zero traffic related fatalities or major accidents on our roadways that involve pedestrians or bicycles. The City of Norfolk is moving toward a safe and healthy transportation system that accommodates all users and modes of transportation. Norfolk’s central focus is to move people, not just cars. We are challenged to link our city’s land-use and economic development investments with our transportation strategy in a manner that supports Norfolk’s overarching vision and goals for a 21st century economy and workforce.
The City of Norfolk is currently seeking an experienced City Planner I. The City Planner I will be responsible for coordinating a variety of planning projects and processes which could include comprehensive and area planning, zoning reviews and revisions, flood zone planning, or historic preservations.
Essential Functions
Essential functions include, but are not limited to:
Works with the planning team to provide multimodal transportation planning and urban design.
Researches and recommends multimodal planning methods and procedures; prepares reports, memos, letters, and various plans in support of recommendations.
Provides task force and commission staffing support by taking notes and/or making presentations.
Works with citizens to provide advice and consultation on problems associated with mobility, planning and project development.
Develops and executes public outreach strategies to be used in planning and project development initiatives for the City.
Possesses the desire to build knowledge in the area of transportation safety best practices.
Coordinates with professional and technical personnel in the preparation of maps, graphs, presentations, and reports in support of planning functions.
Coordinates special studies assigned by senior management leading to the development of multimodal project development.
Assists in collecting and analyzing information and assembling budget documents.
Makes presentations before staff, Planning Commission, neighborhood and stakeholder groups, or other agencies.
Serve as initial point of contact regarding active transportation issues.
Assess bicycle and pedestrian needs by compiling and analyzing data and coordinating active transportation planning activities.
Promote bicycle and pedestrian mobility and safety for all residents.
Education/Experience
Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent combination of education and experience.
Required:
No experience needed with Bachelor’s in Urban Planning or closely aligned field (Planning, Urban Studies, Geography).
2 years of experience needed with bachelor’s in non-related field.
Preferred:
- Experience in developing a multimodal transportation plan.
Additional Information & Requirements
Valid Driver's License required.
American Planning Association (AICP) certification preferred. CZA, CFM or certification related to field of practice.
Career Progression: The Transportation City Planner I position is eligible for automatic reclassification to City Planner II and then to City Planner III and will receive a promotion/pay increase in accordance with the approved classification schedule.
Work Schedule: M-F, 8:30 A.M. to 5:00 P.M. and as needed
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
