Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Project Scheduler for the Construction Branch, supporting Area and Resident Engineer Field Offices, for all District projects, including MILCON, Civil, and Operations and Maintenance (O&M) projects and programs. Responsibilities Analyze and update baseline schedules to ensure compliance with contract requirements. Ensure all projects are identified and correctly entered, resourced and use the correct architecture/WBS templates to define products, subproducts, activities, or tasks for the projects. Lead for the overall application of the PRIMAVERA P6 system for Construction Branch. Perform data traces to confirm sub-tier contractor schedules are accurately networked and incorporated into the prime supplier and overall construction program schedule. Communicate opportunities for improvement and make suggestions for alternative courses of action to reduce schedule risk. Create and maintain District specific reference data and standard WBS templates. GS-12: Specialized Experience: One year of specialized experience which includes: Applying knowledge of engineering and construction management standards to allocate time, money, and manpower resources for effective project management; Modifying and updating project scheduling data and project information; Implementing efficient application of the scheduling systems and software such as PRIMAVERA P6, Microsoft Project and Resident Management System (RMS) scheduling modules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-11: Specialized Experience: One year of specialized experience which includes: Updating project schedules to ensure compliance with contract requirements; Evaluating automated systems for planning, designing, and constructing civil works, military, and interagency projects; Assisting with measuring the effectiveness, efficiency, and productivity of the PRIMAVERA P6 network analysis schedule. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). GS-10: Specialized Experience: One year of specialized experience which includes: Assisting with scheduling and analysis of multiple projects to support project and program managers; Tracking data elements such as resource estimates, organization, start and finish dates, and cost by day, month, and years, to justify project requirements; Utilizing knowledge of project management and government contract administration to assist with planning construction projects and ensure contract compliance. GS-09: Specialized Experience: One year of specialized experience which includes: Analyzing data, documents, and reports to assist with projects scheduling and programs execution; Utilizing knowledge of project management and government contract administration to assist with planning construction projects and ensure contract compliance.
