Commander, Navy Installations Human Resource Assistant in Norfolk, Virginia

Summary The purpose of this position is to provide advice and assistance to potential applicants, employees and managers/supervisors. Will complete a full range of human resource duties in support of programs in the Fleet and Family Readiness division. Position requires use of office automation systems to prepare routine documents and reports. Responsibilities This position serves as the initial screening point for telephonic and in-person inquiries related to employment within Navy NAF Human Resources office by answering questions received via phone, email or in-person. Incumbent is responsible for recruitment support at assigned installations that include, creating vacancy announcements/positions, review applicants to ensure qualifications are met; send certificates of eligibility to management for review and will answer questions from management or applicants to assist with the recruitment process. Receives selections and will contact and schedule indoctrination appointments; may conducts indoctrinations in-person, via telephone or in USA Staffing; data input into the HRIS system; prints and files documents as required. Uses knowledge of numerous policies and procedures as it applies to Non-Appropriated Fund employee management to give guidance and answer questions. Reviews documents received from management for correctness, returning for action if incorrect. Completes employment verification forms, unemployment records and other pertinent documents requested/required by outside agencies. Maintains office files and records to include Official Personnel Folders. Will purge/shred files and documents as required by policies/procedures. Will utilize multiple systems within the HR office to complete duties assigned. Will be required to assist with special projects and records audits. Will be required to assist installations with job fairs or larger hiring events as needed. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. A qualified candidate possess the following: A qualified candidate possess the following: Knowledge and skill in applying a standardized body of Human Resource rules, regulations, procedures and operations concerning civilian personnel procedures, requirements and terminology to provide support to management as well as current and/or potential employees. A minimum of 1 year experience at a lower level is required. 2 or more years of experience in Human Resources is preferred. Must have knowledge of basic office filing procedures. Able to read and interpret basic human resource policies, process charts, operating manuals and instructions to successfully complete day to day operations within the HR office. Must be able to make decisions, resolve problems, find and correct discrepancies based on the interpretation of HR polices and instructions. Must be proficient with computers, have the ability to run basic reports, keep word documents, and/or spreadsheets to assist with tracking HR functions when necessary. Must be able to speak clearly to explain processes and/or procedures to internal customers and external customers. Education This position does not have a positive education requirement. Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
