ACCOUNTABILITY STATEMENT:

The Manager, Capital Reporting is responsible for overseeing the capital reporting process within the finance department. This position plays a critical role in supporting capital planning and funding allocations, working closely with the asset management office to ensure accurate and timely financial reporting and delivering multi-year capital allocation plans. The Manager will deliver high-quality financial analysis and insights that drive strategic decision-making and help support performance measures and multi-year financial targets as well as report on program performance and compliance.

MAJOR DUTIES/ RESPONSIBILITIES:

  • Lead and manage the capital reporting function, ensuring accurate and timely preparation

of capital financial reports

  • Develop and implement policies and procedures for capital reporting, ensuring compliance

with financial regulations and organizational standards

  • Drive process improvements, leveraging technology and best practices

  • Ensure all capital invoicing is completed timely and accurately to the Ministry

  • Analyze capital expenditure trends and variances, providing recommendations to 

optimize capital investments

  • Monitor and evaluate the financial performance of capital projects, identifying risks and opportunities

  • Prepare and present detailed financial reports to senior management, highlighting key findings

and actionable insights

  • Support all accounting functions within fixed assets to ensure all assets are recorded at the appropriate level and accurate cost

  • Report on plan vs actual completed projects and progress

  • Supports all financial analysis within capital business case requests and provides options for recommendations

  • Participate in strategic planning sessions, providing financial insights and recommendations

related to capital investments

  • Collaborate with senior management to develop long-term capital planning strategies and

funding models, including reviewing federal funding options

  • Evaluate potential capital investment opportunities, conducting financial modeling and

scenario analysis to support decision-making

  • Provides strategic advice for the planning framework and implementation of in-year

expenditure management

  • Ensure compliance with financial regulations and organizational policies related to capital

reporting

  • Identify and mitigate financial risks associated with capital projects, implementing appropriate controls and monitoring mechanisms

  • Maintain accurate and up-to-date documentation of capital reporting processes and procedures

  • Work closely with Manager, Financial Analysis and Reporting on reporting requirements

  • Support the budgeting and forecasting processes for capital projects, ensuring alignment with organizational objectives

  • Supervise and mentor the Capital Financial Analyst, fostering a culture of continuous

improvement and professional development

  • Provide training and guidance to team members on capital reporting processes and financial analysis techniques

  • Conduct performance evaluations and provide feedback to direct reports, supporting their growth and development

REQUIREMENTS:

  • University Degree in Business Administration, Commerce, Accounting or any Finance related undergraduate degree

  • CPA designation is required

  • 5+ years’ experience in progressively senior financial roles

  • Minimum of 5-7 years of experience in finance or accounting, with a focus on capital reporting or capital planning

  • Proven experience in managing and developing a team

  • Strong understanding of Public Sector Accounting Board (PSAB) rules and guidelines

  • Strong analytical skills, with the ability to interpret complex financial data and provide

actionable insights

  • Excellent communication and presentation skills, with the ability to effectively convey financial information to non-financial stakeholders

  • Proficiency in financial software and tools, including advanced Excel skills

  • Knowledge of financial regulations and compliance requirements related to capital reporting

  • Ability to work collaboratively with cross-functional teams and build strong working relationships

  • Strong organizational and project management skills, with the ability to manage multiple priorities and meet deadlines
