JOB DESCRIPTION:The successful candidate for this position will be responsible to manage and oversee the daily operations of the physical plant/engineering and maintenance departments at Nathan S. Kline Institute. Responsibilities include the oversight of all major capital projects and Facility projects; planning, coordination and direct supervision of subordinate staff engaged in the installation, operation, maintenance, troubleshooting, repair, testing and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning, water/sewage treatment, and electrical distribution; overseeing skilled, semiskilled, and unskilled trades staff engaged in maintenance, repair, rehabilitation, and construction activities; develop, review, amend, and ensure the implementation of policies and procedures related to facility physical plant and maintenance operations; perform contract administration activities: and perform other activities intended to improve their facilities operating efficiency or otherwise realizemaximum advantage from physical plant investment. Included in these responsibilities are overseeing of grounds keeping programs,transportation/motor vehicle services and maintenance and storeroom/receiving, in addition to their assigned physical plant and maintenance operations.The shift hours are approximately 8:00 a.m. - 4:30 p.m. (three days per week) with some evening and/or weekend work required to meet deadlines, during emergencies, and for snow removal as needed during inclement weather. Reliable and regular attendance is expected.JOB DUTIES:• Plan maintenance, repair, rehabilitation, and construction projects.• Establish work priorities. Assign work to subordinate staff. Reassign staff to address health and safety issues or other priorities, as required.• Oversee work in progress to ensure that assignments are completed on schedule. Provide technical assistance and instruction to subordinate supervisors and workers, as required.• Perform time and attendance functions. Review employee timecards, approve overtime and leave; counsel staff for time and attendance issues when required.• Perform a variety of contract administration activities.• Participate in the development of contract specifications.• Contact and procure bids/estimates for supplies/equipment and services necessary for the operation of the plant facilities.• Administer all maintenance contracts for primary building systems: HVAC and environmental control; life safety system (fire alarm/sprinkler system); emergency power and generator system; various lab equipment/systems.• Oversee all maintenance contractors while on site. Ensure that contractor work is completed according to contract specifications by periodically inspecting work performed and meeting with contractors and supervisory staff. Resolve issues associated with quality and quantity of work performed by contractors.• Develop capital project specifications with architects, construction managers, engineers, and representatives from the Office of General Services (OGS), OMH Bureau of Capital Operations; and the Dormitory Authority of the State of New York (DASNY).• Determine purchasing needs related to building and maintenance of grounds, facility buildings, etc. Approve/sign purchase orders.• Participate in periodic construction meetings.JOB QUALIFICATIONS:Educational Requirements:• Bachelor's degree from an accredited college/university.Work Experience:• Ten years of experience supervising journeyman level staff in the following areas:- Maintenance and operation of a physical plant- Building construction- Building renovation/repair projects• Four years of the above experience must be in a Health Care or Health Related setting (minimum of 100 beds)Other requirements include but are not limited to:• Must possess and maintain a valid unrestricted Driver's License.• Ability to perform moderate to heavy manual labor. Must be willing and able to perform physical tasks which involve lifting and moving heavy objects, walking, stooping, standing, pushing, pulling, climbing ladders, and working at heights on scaffolds and platforms.Background Investigation/Justice Center Review Requirements:Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.
