Bollinger Mississippi Shipbuilding Engineering Change Specialist/2023/Pascagoula in Pascagoula, Mississippi

This is a job for an Engineering Change Specialist with the company located in Pascagoula.

 

Summary: The Engineering Change Specialist coordinates the analysis of change order bids and completes estimates for assigned projects, creating detailed cost estimates for ship repair and other marine projects. The Engineering Change Specialist position is located within the Program Management Department.

 

Duties and Responsibilities: The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities.  Prepares scope estimates for change orders on new and existing projects. Completes proposals, submittals, estimates and bid summary sheets. Identifies and communicates all special requirements on estimates. Identifies and resolves ambiguities in specifications or bid packages. Coordinates projects, communicates changes and progress, and completes projects on time and within budget. Manages competing demands and changes approach or method to best fit the situation. Monitors and reports on activities and provide relevant management information to departmental and company leadership. Sets up and facilitate meetings concerning change orders. Compiles change order data to review and ensure change orders are on track to meet or exceed estimated completion dates. Delivers Pre-Tech Lock Package and Tech Lock Pack to USCG to establish technical compliance between company and customer including the United States Coast Guard. Acts as liaison between Engineering, USCG or other customer, and Supply Chain to validate and confirm working knowledge of the change orders. 

 

Qualifications and Education:  Strong knowledge and experience in marine design and engineering. Strong knowledge and experience in C5I. Knowledge of materials used in marine construction. Excellent communication skills with clients and able to communicate well on technical subjects. Excellent negotiation and communication skills with domestic and international clientele. General knowledge of a wide range of commercial, government and military marine vessels. Ability to develop detailed specifications and estimates for marine projects. Understanding of marine classification society rules, USCG and regulatory requirements. Observe safety and security procedures, report potentially unsafe conditions. Possess conflict resolution skills and maintain confidentiality. Able to read and comprehend ship drawings. Must be able to maintain positive employee relations. Must be a highly organized person who can monitor numerous projects at once and can prioritize the workloads of reporting employees. Effective time management skills are a must. Ability to deal with frequent change, delays, or unexpected events. EXPERIENCE & TRAINING:  Bachelor's degree in Program Management, Engineering, Industrial Technology or related field and a minimum of five (5) years of marine and engineering experience, or an Associate's Degree with a minimum of 10 years of experience or any equivalent combination of experience and training which results in the required knowledge, skills, and abilities. Proficient in Microsoft applications, including Excel, Word, Outlook, and Project. Basic knowledge of AutoCAD is required.
