Paterson Housing Authority Procurement Specialist in Paterson, New Jersey

A procurement specialist is responsible for ensuring a company has the right materials and equipment necessary to function. The job description of a procurement specialist will involve keeping track of product performance and needs, meeting with salespersons, managing vendor contracts and negotiating contracts

Position Description: Procurements specialists are responsible for evaluating suppliers in order to find the best deals possible on goods and services that are needed for business operations.

Essential Duties and Responsibilities Compares prices amongst various vendors in order to make sound purchasing decisions Works within a given budget to purchase goods and services for an organization Prepare request for quotations, request for proposals and bids Formulates and coordinates procurement proposals. Prepares RFPs for office and maintenance equipment and services. Directs and coordinates activities of employees engaged in formulating bid proposals. Opens sealed bids. Coordinates contract activities between the Authority and contractors. Evaluates and monitors contract performance to determine necessity for amendments or extensions of contracts and compliance to contractual obligations. Prepares documents for deviations from contract specifications and delivery schedules. Ensures that products are delivered in a timely manner, and that the quality of the goods received is satisfactory Negotiates with contractors on price, mode of shipping, and delivery time Orders goods such as office supplies on a continuing basis in order to maintain certain inventory levels Checks invoices for accuracy, and authorizes the accounts payable department to issue payment Evaluates the performance of certain vendors in order to decide whether or not to continue buying from them Prepares and issues purchase orders as per purchasing policy. Maintains a purchase order control log and file Inventories items in order to determine which ones need to be purchased Enter purchase orders, invoices in accounting program Enters data concerning inventory and order amounts into a computer database

Required Knowledge, Skills, and Abilities Possesses strong negotiation skills Has good verbal communications skills Is timely in following up on contracts and checking on backordered items Is capable of staying within a given budget Has good math skills and is quickly able to calculate the cost of goods and services Is trustworthy and does not abuse authority or misappropriate funds

Computer Skills To perform this job successfully, an individual should have strong computer skills (Microsoft Office, Outlook and Internet), and must be able to learn other computer programs as required. Knowledge of housing software used to process purchase orders such as Yardi software, Tenmast software or any other housing software a plus.

Education and Experience Minimum requirements: Associates degree (A.A.) or equivalent from two-year college or technical school or two years of experience in buying, receiving, and inventory control. Experience with maintenance parts, labor requirements, 3-5 years experience working in a purchasing environment and government purchasing is desirable.

Salary Range $40,000 - $50,000
