Naval Air Systems Command SENIOR ADVISOR OF MAINTENANCE FOR NAVAL AVIATION in Patuxent River, Maryland

Summary You will serve as the Senior Advisor of Maintenance for Naval Aviation assigned to the Commander, Fleet Readiness Centers (COMFRC) Headquarters of the Naval Air Systems Command. You will provide naval aviation acquisition and in-service decision makers with the support necessary to maximize the supportability and maintainability of aircraft, weapons and related systems. Responsibilities You will develop and disseminate maintenance planning policies and processes to ensure proper system design, integrated engineering, and sound decision-making for Organic, Intermediate, and Depot level maintenance capabilities. You will coordinate with external agencies to advance sustainment and maintenance planning standards and tools, ensure alignment with best practices, promote collaboration, and enhance supportability across naval aviation platforms. You will provide technical assistance to programs, offer maintenance planning guidance, ensure decisions align with long-term goals, promote effective resource management, and improve system supportability and maintenance planning execution. You will ensure maintenance programs across naval aviation platforms meet supportability goals with focus on operational effectiveness, reliability, maintainability, availability and environmental impact throughout the system lifecycle. You will advise on maintenance planning decisions, highlight impacts on supportability fundamentals such as repair capabilities, training, supply support, and logistics to ensure optimal resource management across all organizational levels. You will collaborate with industry experts, Navy personnel, and government entities to advance sustainment tools, standards, and design methodologies to improve overall supportability and maintenance planning outcomes for naval aviation. You will ensure adequate training access for NAVAIR and program personnel to enable effective utilization of systems engineering and sustainment tools and will make informed maintenance planning decisions that support data-driven recommendations. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Expert knowledge of advanced concepts, theories, principles, and practices of sustainment strategies that leverage the maintenance planning processes. Must possess expertise to establish effective program policies and procedures in support of influencing Organic (O), Intermediate (I) & Depot (D) level maintenance decisions and assessment of the effectivity and sufficiency of the maintenance program of naval aviation systems and platforms. 2. Expert knowledge and mastery of sustainment skills, principles, and practices involved in the professional leadership, management, and motivation of a large and technically diverse team of senior engineers, logisticians, and analysts. 3. A thorough understanding of the interrelationships of sustainment concepts and requirement characteristics with other professional disciplines (e.g., program management, logistics, engineering, contracting) to resolve complex problems, serve as technical consultant, and meet the needs of customers. 4. Ability to provide decision makers with a series of alternatives to optimize and improve maintenance efficiencies and sustainment costs in both the near term and long term for specified systems, and across the Naval Aviation Enterprise (NAE). Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
