U.S. Pacific Fleet, Commander in Chief PROGRAM MANAGER (LESSONS LEARNED) in Pearl Harbor, Hawaii

Summary You will serve as a PROGRAM MANAGER (LESSONS LEARNED) in the Fleet Training Directorate (N7) within the Director of Maritime Operations (N04) of COMMANDER US PACIFIC FLEET. Responsibilities You will oversee the collecting, consolidating, and analyzing of lessons learned, coordinating and monitoring roadmaps to address each lesson learned, and developing and briefing leadership on the processes and status of lessons collected. You will provide program management of administrative, analytical, and evaluative work related to lessons learned collected in the conduct OAIs, MOC operations, exercises, and MOC/JTF certification. You will manage and govern the ongoing missions, functions, operations, activities, laws, rules, and regulations in lessons learned program development and execution, to include readiness and training requirements for effectiveness. You will collect, consolidate, and analyze lessons learned identified through large scale Naval and Joint command post exercises; operations, activities, and investments (OAIs); or PACFLT headquarters events as identified by the Commander. You will provide briefings to leadership on lessons learned identified during a major command post exercise, OAI, or significant headquarters event identified by the Commander, along with detailed plans and timelines to correct any deficiencies. You will assist in the development of internal, mission-specific joint operations and training programs to support the Commander's assessment of readiness levels based on established manning, training, and equipment standards. You will support the development and implementation of a training collection, evaluation, and assessment plan. You will ensure alignment with emerging joint operations and Navy-wide MOC training and simulation initiatives to maximize learning opportunities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating Naval or Joint command operations (e.g. large scale Naval and Joint command post exercises; operations, activities, and investments (OAIs); or significant U.S. Pacific Fleet headquarters events) to identify lessons learned and develop recommendations for learning and improvement to support training efficiency to meet operational goals.
