Summary About the Position: Serve as a Senior Program Analyst for the Director, Force Management, Manpower, and Resources, (Director, FMMR) (SES-level). The purpose of this position is to provide oversight and advice on matters related to Manning and Training Program Evaluation Groups (PEG) requirements and resourcing strategies. Position is located at the Pentagon in Arlington, VA. Responsibilities Serve as a co-executive for one of the Army's Program Evaluation Groups responsible for Planning, Programming, Budget and Execution (PPBE) oversight for the Assistant Secretary of the Army Manpower and Reserve Affairs ASA(M RA). Review of forecasting, planning, programming, execution, and budgeting of ASA(M RA) assigned responsibilities (Manning and Training Programs) while ensuring all resourcing meets statutory and policy guidance. Serve as consultant to leadership on issues relating active and reserve component manpower and personnel support program dollars, balancing competing requirements in the budget and Program Objective Memorandum. Lead working groups, task forces or ad hoc groups in development of Army and ASA(M RA) programs and initiatives focusing on increasing the effective and efficient use of Army programmatic resources through management redesign and process review. Accomplish detailed analysis of various programs, functions and issues. Respond to a variety of Congressional, Secretary of Defense, Army Secretariat, and Army staff correspondence, taskings, and proposed policy and resourcing priorities and guidelines. Specialized Experience: One year of specialized experience which includes executing the DOD planning, programming, budgeting, and execution processes and the Congressional Budget Process; analyzing various programs, functions, and associated resources to ensure compliance with statute and DOD policy; leading analytical efforts using various DOD applications and data systems; and integrating planning, programming, budgeting, and execution activities across all three components, such as: Active, Army National Guard, and Army Reserve. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
