Responsibilities Serves as the ASD (IBP) subject matter expert for international cooperative research, development, acquisition, and logistics support activities with allied and friendly nations. Advises senior leadership on all international armaments cooperations defense programs with assigned allied and friendly nations. Analyzes policy options and recommends cooperation research, development, acquisition, and logistic support policy and programs requiring decisions at the highest DoD and US Government levels. Assists and leads in the preparation and negotiation of DoD level International Cooperative Research, Development, Acquisition, Testing and Evaluation agreements. Conducts analysis and concept development to stimulate new cooperation between U.S. and partner nations. Implements policies and programs established by the President and Secretary of Defense for strengthening defense equipment acquisition cooperation and coalition interoperability. Requirements Conditions of Employment Qualifications To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the NH-IV level, applicants must possess one year of specialized experience equivalent to the NH-III level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develop plans or policies related to national defense or military operation. Analyze policy options and recommends policies with respect to armaments cooperation activities. Interprets specialized documentation and descriptions pertaining to defense technology and equipment to assist officials in international armaments cooperation policy. Facilitate and lead negotiations to develop international cooperative agreements and formal documents with allied and friendly nations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
