Job Description Summary
Reporting to the Director of Penn Parking Services, this role is responsible for the management of the Parking Office, including overseeing the administrative operations and ensuring compliance with revenue and operational policies and procedures. This role currently supervises three Customer Services direct reports and works closely with the Assistant Director of Operations and their team. The incumbent collaborates with the Business Services Department Finance and IT teams to advance the financial, process improvement, and technology goals of the Penn Parking Services department.

Job Responsibilities & Duties:
Operations and Supervisory Management:
Collaborate closely with the Director to create and maintain standard operating procedures for the Parking Office, ensuring compliance with revenue and operational policies and procedures.
Lead, supervise, and train direct reports to achieve goals promptly and ensure an optimal customer experience.
Oversee programs and inventory management.
Oversee and/or collaborate on capital projects and special event operations.
Customer Service:
Resolve escalated customer issues in a timely manner.
Serve as the point of contact for special events and departmentally billed parking services.
Manage the parking facilities waitlist.
Reporting:
Aid in determining and then subsequently tracking KPIs and conducting analysis to measure performance and enhance operations.
Monitor daily, weekly, and monthly reports from AIMS and AMG database systems.
Supervise payroll, including parking deductions, refunds, and reconciliations.
Oversee and perform audits of credit card transactions and manage credit card refunds, reconciliations, and chargebacks.
Oversee the department website, including but not limited to proactively updating, posting notices, and ensuring the accuracy of content.
Communication:
Compose and send mass communications, including but not limited to informing parking permit holders and users of other modes of transportation regarding service operations and providing general traffic and special events information as needed.
Proactively collaborate with the Director of Communications and Special Projects.
Other Tasks as Assigned, Including but not Limited to:
Represents the Director of Penn Parking Services on various committees and forums across the university as needed.
Manage the Parking Operations unit as assigned or in the absence of their direct supervisor.
Qualifications:
A bachelor’s degree and 3-5 years of relevant experience (preferably 5 years), with at least 3 years of supervisory experience (preferably within a university or parking environment), or an equivalent combination of education and experience, are required.
Proven experience in operations and financial reporting is essential.
Exceptional skills in customer service resolution.
Highly organized and detail-oriented with a demonstrated ability to manage competing priorities effectively.
Exceptional supervisory skills, particularly in training, leading, and making staff recommendations regarding planning, assigning, and evaluating work.
Proficiency in analytics, computer applications, and a thorough understanding of data systems.
Adept at completing tasks, projects, and customer communications in a fast-paced environment.
Exceptional verbal and written communication skills.
A valid driver's license is required.

The mission of Penn Parking Services (https://www.business-services.upenn.edu/services/parking-services) is to provide reliable and convenient campus parking. Penn Parking Services manages 25 lots and garages around the Penn campus. While many of Penn's parking facilities are reserved for permit parking for University and UPHS faculty, staff, and students, Penn Parking also operates visitor lots and garages, which are open to the general public.
