POSITION DESCRIPTION:
Functions as the Agency Fleet/Assistant Property Manager for the Louisiana Military Department (LMD) supporting State Missions. Serves as liaison between the Agency and LPAA on matters and concerns regarding vehicles. Responsible to ensure all matters pertaining to the LA Administrative Code (LAC) Title 34, Part XI, Fleet Management, are carried out and followed, as prescribed by Title 39 of the LA Revised Statute. Acts as assistant property manager for the Logistics and Property Manager. Directs and participates in the administration of rules and regulations governing the operation of the LMD Fleet. Plans, organizes, and directs LMD Fleet operations in an efficient and proactive manner compliant with LPAA guidance and relevant to the needs of the Louisiana Military Department, including GPS program management, tracking and monitoring. Transmits motor vehicle fleet control documentation to Central Data Processing Unit (LaGov). Maintains Title and Registrations of equipment and vehicles as required by the Louisiana Department of Motor Vehicles. Ensures that all vehicles are tagged and decaled in accordance with LPAA property rules and regulations. Coordinates vehicle repairs and maintenance as required. Maintains reports on the assignment of usage of fleet vehicles. Coordinates with LPAA on the acquisition of new vehicles, request for increase of fleet assets, request for Home/Storage/Personal Use of vehicles, and the turn-in of excess/unserviceable vehicles/equipment. Maintains vehicle decals. Responsible for the management of State Fuel Cards, assignment of cards to authorized customers and all associated reporting requirements to include submission of payment vouchers. Maintains fuel purchase agreements with Defense Logistics Agency Energy Center, USPFO and LMD. Coordinates fleet activities on a routine basis with external entitles such as LPAA and the Office of Risk Management, Commercial Vendors and local government offices. Coordinate with internal LANG and LMD entitles for fleet operations and management. Acts as assistant property manager for the accountability, inventory, and asset verification with Hand Receipt holders within the LANG. Assists with LMD warehouse asset management. Perform other duties as assigned.
POSITION QUALIFICATIONS:
Experience and knowledge of the Military Organization and structure. Experience and knowledge of Louisiana Fleet Management Operations. Ability to provide instruction to other employees. Ability to effectively communicate verbally and in writing. Skilled in the use of a computer and peripheral equipment to include Web-Based Systems. Knowledge of the Asset Management Systems (Asset Works), GPS vehicle tracking system, Louisiana Fleet Management Operations, and Safety Program and Procedures. Knowledge of Department of Motor Vehicle policies and procedures for licensing fleet vehicles. Knowledge of warehouse operations regarding receipt, issue, storage and disposal of supplies and equipment, accountable records, and physical security procedures (i.e., key control, building security, sensitive item security, etc.) Knowledgeable in using traditional office equipment: copier, scanner and audio conferencing.
GENERAL: Must have a valid Driver’s License, Social Security Card and Birth Certificate. Must qualify to obtain a Department of Defense Common Access Card (CAC) Card. Periodic travel may be required. Must be available to report to duty during emergency or disaster situations. Must have the ability to work and communicate effectively with agency personnel, peers, superiors, subordinates and the public.
OTHER REQUIREMENTS: Must meet physical requirements to perform functions of the position. Must attend/complete all LMD annual training and other training required for the position. Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
