U.S. Army Corps of Engineers Crane Operator in Portland, Oregon

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a highly skilled Crane Operator at the US Moorings under the Yard Shop within Plant Maintenance Section supporting the floating plant dredge fleet, survey crews, other support shops within the project. Responsibilities Utilize truck mounted, rough terrain, mobile boom cranes, and crawler cranes, 25 ton up to 75 ton and a maximum boom length of 230 feet to load, unload or move and store a variety of assets. Responsible to make changes to attachments, prepares crane for movement, oversees the movement process, site preparation and crane setup. Independently performs difficult operations under demanding circumstances and time frames. Requires using a number of attachments, working at or near the maximum capacity of the crane, using counterweights and outriggers, working from hand signals, and radio transmissions when load is not in the range of vision. Work in areas where maneuverability and clearance are restricted and there is need for constant alertness to the presence of workers, power lines, buildings, uneven terrain and other possible hazards in the immediate vicinity. Serve as a Rigger in crane and lifting operations lifting and moving assets in outdoor open spaces in inclement weather conditions. Plan, lay out, assemble, repair, and install weight handling gear and rigging. Operate a variety of motor vehicles including crew trucks, vans and trucks with special purpose equipment and attachments. Operate various electric, gasoline or diesel-powered forklifts capable of lifting loads greater than 10,000 lbs. to load and unload equipment and supplies. Apply knowledge of grounds maintenance, weed control and landscaping to ensure that all grounds are maintained appropriately throughout the year. You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Crane Operator without more than normal supervision. Ability to do the work of an Crane Operator (Direct Hire Authority) without more than normal supervision. To qualify for this position, you must show in your resume that you have performed the majority of the following duties without more than normal supervision: You must have the ability or potential ability to operate a mobile telescopic boom crane up to and including 75 ton capacity with boom and jib boom in excess of 115 feet. You must also have the ability or potential ability to maneuver a crane to compensate for tidal flow, vessel and debris drift, wind and vessel tilts. You must have the ability or potential ability to determine the weight of the lifts and know what moves, angles and length of booms will be required to move loads and stay within the lifting capacity of the crane. You must have the ability or potential ability to determine the type of rigging needed for various sizes, shapes and weights. You must have the ability or potential ability to perform routine inspection of hoisting equipment and cables for condition and safety. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Incumbent is required to exert moderate to heavy physical exertion on a regular basis in order to assist in pushing, pulling, or lifting heavy dredge or powerhouse parts and equipment. Incumbent must have depth perception and the ability to see in low visibility conditions to operate cranes. Working Conditions: Work is performed outside during periods of extreme heat and cold from a cab generally open on one side for clear vision and ventilation, is frequently noisy, dirty and subject to fumes, occasionally disagreeable dust, abnormal heat or cold and inadequate heating, and exposed to danger from swinging loads, moving machinery, overturning and breakage of cables. Incumbent is exposed to noise in excess of 80 decibels during operation of the crane and to the effects of acids and solvents when performing maintenance work on the crane. Work is performed at night and during peak workload periods. Incumbent is responsible for the safety of persons or property and incumbents actions could pose a potential hazard to others. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
