U.S. Marine Corps Application System Specialist in Quantico, Virginia

Responsibilities - Act as System Administrator and provide operational support for MCCS business applications. - Utilize ticketing system to document and track all completed work during customer interactions. - Identify system errors that require analysis and implementation of remedy or enhancement. - Review and improve and document technical standard operating procedures for application support. - Provides expertise and technical knowledge about applications or suite of applications both on premise and in the Cloud. - Use SQL to query, analyze, and troubleshoot issues with data flow. - Working knowledge of system integration methodologies and workflows. - Answer queries and resolves issues with software applications and escalate or close tickets as necessary, both internally and externally with the software vendor. - Provides Information System Security Engineering support to stakeholders and Information System Security Manager. - Works with Database Administrators, System Administrators, Internal IT, outside contractors, and vendors on system issues and requirements. - Adhere to and maintain branch change control standards, procedures, and documentation. - Works with all team members, technical and functional, to meet organizational objectives. The Application Systems Specialist needs to be able to: - Identify system issues and determine level of criticality. Act on high priority issues. Follow through on lower priority issues until logical closure. - Respond to help desk requests and work with the application vendor and internal IT in order to diagnose and resolve problems. - Assist in the management of technical situations by communicating between the help desk, system administrators, and functional users during incident response. - Exhibit good judgment and explain reasoning for decision and includes teammates in the decision-making process. - Speaks and writes clearly to articulate technical concerns or recommendations. - Ability to describe issues and resolution to issues to both technical and non-technical audiences. - Actively listens and gets clarifications from end-users and support staff when analyzing a reported incident. - Implement and maintain application suites, recommend fixes/enhancements to applications, as well as support new version releases. - Plan, coordinate, implement and control user roles and account security restrictions. - Provide technical guidance on the procedural steps involved with the implementation of programs, policy procedures, patching, system set up, configurations, user customization and system file maintenance. - Maintain application backups, plan for system availability outages, and troubleshoot data integrity issues. - Plan and adhere to data purging procedures. - Manage interface (APIs) to communicate data with multiple application's database. The Applications Systems Specialist will monitor existing applications, including: - Creating service incidents with external vendors or internal Help Desk. - Monitoring service status and usage. - Configuring alert rules to monitor application performance. - Monitoring notifications and set notification alert communication via email. - Exporting system license information and creating a usage report. - Monitor and document system/application performance. - Understand existing batch job schedules and support as required. The Applications Systems Specialist assists in integrating new applications and technologies into the current and projected system architecture, including: - Developing scripts for automating client/server functions. - Running jobs to sync environments and batch processes. - Configuration in a virtual cloud or on-site instances (Development, Test, and Production). - Work with the functional users to develop and execute tests scripts within all functional testing cycles (unit, application, user acceptance, integration, capacity, and dress rehearsal capacity). - Document and execute unit and systems tests, diagnose test results, and recommend action based on test results. MCCS has a process that partners IT with Business Functions. This position in the organization could be part of the process therefore the individual could have the overall responsibility to serve as a strategic coordinator within areas of the business. During this process this individual would be responsible for collaboration across IT and business functions on research, initiatives, and IT architecture solution Assists in developing long range plans in conjunction with internal operating directives. May travel to perform assigned duties. Perform other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's degree in Information Technology or a related field appropriate to the work of position AND three years of progressive technical experience supporting Retail, Supply Chain, Ecommerce, Accounting or Financial applications from within a CIO's organization, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge in the following is preferred: UNIX/LINUX, Relational Database Management Systems, Cloud technology, and Microsoft Office Tools. Ability to communicate both orally and in writing. Ability to act as project lead and advise on applications system design. Knowledge of Oracle 9i/10g, Oracle PL/SQL. Knowledge and experience with applications in a cloud environment and Software as a Service is helpful. Experience in system security and vulnerabilities is also preferred. As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment and thereafter must complete annual Information Assurance awareness training.
