JOB REQUIREMENTS: POSITION PURPOSE: The Racine Public Library has been the community\'s educational and informational institution since 1897. The individual in this position assists the Executive Director in administration of the Racine Public Library as a member of the Library\'s Leadership Team by planning, administering, and supervising all resources for the library including materials, personnel, and facilities. ESSENTIAL DUTIES: The following are the regular duties for this position. These duties are not to be construed as exclusive or all-inclusive. Supervise professional, paraprofessional, and clerical employees engaged in providing library services. Facilitate personnel functions and procedures including, but not limited to, recruitment, interviewing, selection, evaluation, corrective action, staff development and training. Advise the Executive Director in staffing decision-making based on department and individual performance data and knowledge of employee strengths and abilities. Assist in administering the day-to-day operations of the library. Assist the Executive Director with strategic and long-range planning and assessment of services and facilities to support the Library\'s mission and meet community needs. Assess the needs of the Racine community and, in cooperation with the Executive Director, plan and develop the optimal innovations in services to address those needs. Work with the Executive Director in the preparation of the annual budget. Serve as a staff resource for grant writing as well as developing and writing grants. Lead as a respectful and collaborative team player with the ability to coach, learn from and inspire others to accomplish their goals, build teams, and enhance a service-oriented culture. Work with the Executive Director in the formulation and implementation of public service policies, procedures, and goals established by the Library Board. Assist the Executive Director and participate in other major projects as required, which may include capital campaigns, marketing and public relations. In the absence of the Executive Director, make such executive decisions as are necessary to ensure successful operation of the Library until the Executive Director returns. Lead the Library\'s efforts to provide effective and innovative public services to library patrons, such as programming, reference, circulating collections, meeting rooms, technology labs, and other services. Directly supervise the Supervisors of Adult Services, Youth Services, Circulation, Bookmobile Extension, and Technical Services departments. Oversee collection management and resource sharing services to provide the greatest benefit to the Racine community within budgetary constraints. Represent the Library at various meetings related to responsibilities of this position. Coordinate the assessment and implementation of ongoing training of public services staff. Develop relationships with area schools, colleges, nonprofit organizations, and businessesattend meetings and relevant events to support this goal. Attend professional meetings, maintains active membership in state, regional, and national library associations, participates in activities or professional organizations; maintains and continues to develop professional and technical skills. Perform related duties as required. PHYSICAL DEMANDS: Walking, standing, sitting, bending, keyboarding, talking, listening, reading. ENVIRONMENTAL/WORKING CONDITIONS: Normal working conditions of a public library. This position requires intensive interaction with the public. Local travel is required to attend off-site mee ings and events. Some regional and national travel may be required to attend training opportunities or conferences. Some evening and weekend work may be required. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Detailed knowledge of management principles and techniques, supervision, organized labor, and personnel administration. Comprehensive knowledge of the principles and methods of professional library work, including administration, budgeting, facility planning, technology, program development, and services to children, adults and teens. Knowledge of strategic planning. Knowledge of fundraising principles and techniques. Knowledge of grant development, application and administration. Strong verbal and written communication skills. Strong skills and abilities regarding customer service. Ability to establish and maintain cooperative and courteous working relationships with staff, officials and the public. Ability to influence others by supervising, managing, coaching, leading, teaching, directing, persuading and convincing. Ability to work independently with a high level of expertise. Ability to exercise independent judgment, decisiveness and creativity in developing approaches to problem resolution. Ability to analyze data in order to assess programs, collections and community needs. Ability to prepare research reports and surveys. Ability to compile and prioritize budget requests and to administer budgets. Ability to interpret, develop and administer library policies in accordance with relevant local, state and federal laws, rules and regulations. Ability to meet the flexible scheduling needs of the Library. Basic general computer skills, including keyboarding, work processing and email.
