The primary purpose of this position is to serve as the 521st Air Mobility Operations Wing (521 AMOW) Commander's secondary advisor for 521 AMOW sub-directorates; to assess en route logistics functions and projected requirements in order to effect policy and processes that increase efficiency and velocity throughout the enterprise. Responsibilities Plans, organizes, and oversees the activities of the 521 AMOW sub-directorates. Exercises oversight over personnel management. Directs, coordinates, and oversees work though subordinate units. Establishes, develops, and assesses relationships on behalf of the 521 AMOW to ensure command goals, mission requirements, and customer satisfaction are met. Assesses the adequacy of AMC En Route Logistics Functions to meet current and projected requirements within the European, African, and Middle Eastern Theaters. Oversees Navy and AMC Terminal Services contracts used throughout the European and SWA theaters as well international commercial carrier contracts to ensure quality service throughout the life of the contracts. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of logistics concepts in transportation and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and recommend methods to help the wing optimize use of resources and maximize efficiency and effectiveness. Comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations, and local and international laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve logistics management issues or problems. Knowledge of analytical and evaluative methods and techniques to investigate issues or conduct studies concerning the efficiency and effectiveness of program operations and recommend improvements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, and Air Mobility Command Logistics Systems to include Transportation, Aircraft Maintenance, Supply, Mobility Operations, Exercise and Operational planning and Logistics Plans. Substantial knowledge of Global Command and Control System, DCAPES, and the Joint Operations Planning and Execution System used to access Time-Phased Force and Deployment Data and other logistics and deployment planning documents. Knowledge of deliberate planning documents, War and Mobilization Plans, and Logistics Module (LOGMOD). Knowledge of US Air Force, Department of Defense, and US Government safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Ability to use computers and computer programs such as electronic mail, word processor, spreadsheets, and database programs to communicate, perform analysis, and generate reports. Substantial knowledge of Air and Space Expeditionary Force (AEF) processes and the AEF Reporting Tool system. Substantial knowledge of Unit Type Codes, Manpower, Equipment Force, Packaging System (MEFPAK), and DOC statements. Broad knowledge of SORTS, DRRS, MOAs, MOUs, and command to command agreements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
