The Operations Launch Program Manager is responsible for Cross Company stakeholder engagements and managing a portfolio of launches through design to deployment impacting Microsoft US Federal Sales and other sovereign sales teams.
This role leads new process design, focused on balancing cost reduction with improving quality and speed, through a mix of Subject Matter Expertise on the business, project management, systems and processes coupled with process methodology experience. The role will drive optimal process design from concept to deployment, through to monitoring process performance in the “live” environment, identifying waste and continuous improvement opportunities. The role will also provide an optimization and improvement capability across Operations by owning, driving, and delivering tangible cost reduction and increased velocity, and resulting in quality Customer and Partner Experience (CPE) benefits. This role will leverage Microsoft’s MBO project management methodology to ensure launch success and compliancy. Cross team collaboration is required across a broad range of teams from Operations, Product Marketing Groups, Policy, Engineering, Finance and Microsoft Sales & Services with an ability to effectively influence decisions, direction and outcomes.

Responsibilities
*Project Management: * Build relationships and drive accountability while managing critical time-line and milestones throughout the MBO launch delivery life-cycle, documenting launch status, requirements, risks, issues, mitigations, schedulesand compliance. And maintainproject management artifacts as defined in MBO project management methodology. Contribute to the project prioritization and strategy alignment across business stakeholders.
Process improvement: Continuously improve processes to drive automation, efficiency, prioritization, and cross team collaboration.Accountable for the delivery of technical and business process design and road-maps.
Business Partnership: Effectively collaborate with business partners and stakeholders to ensure a holistic “One Microsoft” approach to delivering compliant launches with speed, quality and agility. Negotiate and implement solutions to complex business and technical challenges leveraging a cross-functional virtual team. Participate and facilitate the launchPortfolio Rhythm of Business (ROB).
Federal and Sovereign *-Specific Launch Management: * Leverageproject and process core capabilities to build or increase knowledge of Federal procurements, secure data management, quote to invoicing to cash collection processes andtechnologies/products offered in secure environments/clouds to our Federal and Sovereign customers and partners.
Risk Mitigation and *Compliance: * Drivecross-functional team (including subject matter experts from compliance, sales, finance, engineering/systems, marketing, and product) discussions and documentation of compliance issues, gaps and risks to facilitate clear reporting and accurate requirements to the solution design. Federal and sovereign specific compliance risks and processes will require detailed project management and enable a learner’s mindset adoption of valuable subject matter expertise which can apply across projects/launches.

Qualifications
Required/Minimum Qualifications
Bachelor's Degree in Operations, Business Supply Chain, Finance, Business Management, Accounting, Human Resources (HR), Organizational Development or related field AND 4+ years Operations or Process Design or Program/Project Management experience
OR equivalent experience.

Additional or Preferred Qualifications
Bachelor's Degree in Operations, Business Supply Chain, Finance, Business Management, Accounting, Human Resources (HR), Organizational Development or related field AND 8+ years Operations or Process Design or Program/Project Management experience
OR Master's Degree in Management, Business Administration, or related field AND 6+ years Operations or Process Design or Program/Project Management experience
OR equivalent experience.

Ability to identify and implement industry best practices to improve existing processes; demonstrable achievement within a results-driven, highly ambiguous and dynamic environment.
Ability to manage short, medium, and long-term planning horizons concurrently

Demonstrated excellence in thought leadership and execution management; conflict/negotiation management; independent, flexible and proactive in your approach.
Some experience in US Government or related procurement/contract experience with classified clouds/regions and product offerings
Federal/Sovereign knowledge or background in a tech or similar industry
Launch Management IC4 - The typical base pay range for this role across the U.S. is USD $94,600 - $183,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $122,000 - $200,500 per year.
