Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as advisor to management concerning the analysis of major administrative-technical and program aspects of substantive mission-oriented programs. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Responsibilities Prepares, coordinates, and provides input to special and recurring reports covering all aspects of the weapon system review and analysis program, as required, by project management and higher echelons. Develops and maintains life-cycle cost estimates; reviews, analyzes, and identifies apparent conflicts and problem areas to make recommendations for revisions to plans, requirements, programs, and budgets. Prepares a variety of regular and one-time reports on cost estimates and cost effectiveness of overall program or specific aspects of program. Provides expert cost and program analysis advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost and programmatic impacts on program alternatives. Specialized Experience: One year of experience which includes: 1) Providing complex program management support services in the areas of cost analysis and monitoring, annual/multi-year/long range fiscal planning, program evaluation, and development of acquisition and cost reports; 2) Performing cost analysis and/or evaluation of complex interrelated programmatic and requirement issues regarding the effectiveness of line program operations in meeting established goals and objectives; and 3) Performing complete cost and/or economic analyses of limited scope or portions of larger projects. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
