Puget Sound Energy Energy Resource Program Manager in Reed Point, Montana

The Program Manager Position will be based at our Beaver Creek Wind Facility located outside of Columbus, Montana in Stillwater County. The Program Manager works directly under the Plant Manager and provides assistance, support and mentorship to the Project Coordinator. This position is responsible for assisting the Plant Manager in the day-to-day oversight and management of the wind facility including development and implementation of comprehensive operation and maintenance strategies, work planning and scheduling, procedures & practices, document control, parts & equipment inventory, and overall wind facility technical support. Provide assistance to the Generation Group with development and execution of strategies to promote compliance with established or anticipated regulatory requirements and/or industry best practices for operations, training and procedural documentation initiatives. Interfaces with appropriate internal departments, contractors and regulatory agencies to facilitate operations and maintenance compliance strategies and practices. Please note this role includes climbing wind turbines > 300 feet in severe hot and cold weather conditions.Upholds the safety compliance standards inherent in PSE, OSHA, and Montana State Labor & Industry requirements and operating and/or field procedures related to work responsibilities. Ensures duties are performed in accordance with all regulatory compliance obligations.This job is considered “safety sensitive” as defined in Washington State RCW 49.44.240 and is subject to pre-employment drug screening that includes, but is not limited to, screening for the presence of marijuana and marijuana metabolites.Job ResponsibilitiesUnder direction of the Plant Manager, provides guidance, oversight and support to facility staff, service and maintenance contractors and vendors Provides regular status updates to the Plant Manager, facility staff, Generation Group and/or staff as required.Provides assistance and support to document control functions associated with compliance, operations training and procedural documentation efforts.Works collaboratively with other PSE departments, regulatory agencies, and other organizations with related interests and functions to perform programmatic implementation.Works closely with tracking and analysis functions to assure updated comprehensive inventory for wind facility equipment.Secure technical services utilizing consultants and contractors as well as resources and equipment to fulfill responsibilities related to wind facility systems and field of discipline.May be responsible for managing and implementing the interface between the Beaver Creek Wind Facility and the local community(s). This can include writing communications materials, both internal and external, and assisting corporate communications and community services departments in developing and delivering specific messages.Works cooperatively with related PSE staff which may include assigned Project or Site Construction Manager, Plant Manager, and/or other PSE’s departmental personnel. Assists in the development of safety, training, operations and/or emergency preparedness plans. Consult with and advise PSE staff regarding safety, training and education opportunities. Performs project management tasks, duties and assignments as required. Performs and supports emergency response, and scheduled/unscheduled outage work as required. Interfaces with landowners to address concerns and works with appropriate parties for resolution.Leads and performs wind facility infrastructure equipment & system inspections.Leads and performs wind turbine inspections. Climbs wind turbines > 300 feet in severe hot and cold weather conditions. Performs other duties as assigned.Minimum QualificationsBS/BA or advanced degree in Science/Business/Engineering or related field or equivalent experience.Understanding of environmental and/or operational issues, regulatory changes and, societal trends as they may impact one of the Energy Resources Group Assets compliance policy and conduct.Demonstrated capability in leadership, team building, and establishing long-term relationships with regulatory agency contacts.Proficient with suite of word processing, presentation and spreadsheet applicationsDesired QualificationsExcellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.Experience managing non-complex projects or programs.Project management training. Strong communication and presentation skills and techniques to bring about agreement between divergent points of view. Ability to write clear, concise and direct narrative and reports.Strong analytical, problem-solving, and conceptual skills for single or multiple technical areas.Understanding and experienced with electro-mechanical equipment and systems.Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (PMI or College).Ambition to expand knowledge and experience and seek increasing levels of responsibility.Experience in understanding of equipment operations and maintenance.Understanding of substations, underground and overhead utilities.Additional InformationMust maintain a valid driver's license.
