INTECON, LLC is seeking a highly motivated Mid-Level Consultant Level III - Functional Specialist to support the Human Resources Line of Business (HRLOB) and Human Resources Quality Services Management Office (HR QSMO) contract with the U.S. Office of Personnel Management (OPM). This position requires a seasoned professional with extensive specialized experience in Human Capital and/or Human Capital Information Technology, capable of providing advanced technical solutions to complex challenges in the federal HC landscape.
Roles and Responsibilities:
Provide expert-level technical solutions in Human Capital and HC Information Technology domains
Independently develop approaches and solutions for complex HC and HCIT challenges
Lead the development of technology components for project schedules and timelines
Conduct advanced requirements gathering and mapping for sophisticated HC and HCIT initiatives
Develop detailed technical requirements for complex HC systems and processes
Provide specialized expertise in the development and maintenance of the HC Federal Integrated Business Framework (HC-FIBF)
Spearhead the design and implementation of cutting-edge HR IT modernization strategies
Perform in-depth analysis of HC business processes and recommend innovative improvements
Contribute to the development of advanced HC policies, performance metrics, and technical standards
Lead cross-functional teams in implementing complex HC and HCIT solutions
Evaluate and recommend state-of-the-art HR IT solutions for the QSMO Marketplace
Design and implement advanced data analytics initiatives for strategic HC decision-making
Develop comprehensive technical documentation and architectural designs for HC systems
Conduct research and provide expert insights on emerging HC and HCIT trends and technologies
Guide agency partners in adopting and implementing sophisticated HC standards and technologies
Lead quality assurance and continuous improvement initiatives for HC service delivery and HCIT systems
Develop and deliver specialized training programs on advanced HC processes and HCIT systems
Manage complex project components, ensuring alignment with technical requirements and timelines
Represent the team as a technical expert in high-level stakeholder meetings and working groups
Contribute significantly to proposal development, providing specialized technical input
Ensure compliance with federal security and privacy requirements in all HC and HCIT solutions
Lead the integration of new HC processes and technologies with existing agency systems
Develop strategic technology roadmaps and architectural plans for HC initiatives
Mentor team members on specialized aspects of HC and HCIT
Collaborate with senior leadership to align technical solutions with OPM's strategic objectives
Provide expert technical testimony or briefings on HC and HCIT matters when required
Design and implement data migration and system integration strategies for HC systems
Develop technical standards and best practices for HC and HCIT implementations across agencies
Lead technical risk assessments and mitigation strategies for HC and HCIT projects
Qualifications:
Education: Bachelor's Degree in Business or related fields.
Experience: Five or more years of specialized experience in a Human Capital and/or Human Capital Information Technology environment as a subject matter expert
Required Certifications: Senior Professional in Human Resources (SPHR), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM)
