Job Description
We are seeking an experienced IT Project Manager to join the team at ACS Benefit Services, a subsidiary of Blue Cross NC. This pivotal role is responsible for overseeing the successful planning, execution, and delivery of complex IT projects. This role requires strong leadership skills, excellent communication abilities, and a deep understanding of project management methodologies, including Agile and Waterfall. The IT Project Manager will work closely with stakeholders, team members, and external partners to define project scope, goals, and deliverables, while ensuring that projects are completed on time, within budget, and to the highest quality standards.
The successful candidate will have a proven track record of managing multiple projects simultaneously, optimizing resource allocation, and delivering results in a fast-paced, client-facing environment. Key responsibilities include managing project plans, schedules, and budgets, identifying and mitigating project risks, facilitating Agile ceremonies, and ensuring that project deliverables align with client requirements and company objectives.

Minimum Qualifications:
Bachelor’s degree or equivalent work experience preferred
4+ years of Project Management experience preferred
Basic knowledge of and/or interest in insurance, third party administration (TPA), preferred
Experience with custom data ingestion from multiple sources, preferred
Knowledge, Skills and Abilities:
Ability to understand and document processes at a conceptual level

Exceptional problem-solving and troubleshooting skills
Experience developing and implementing test plans

Advanced Microsoft Office skills
Ability to explain complex, technical concepts to non-technical staff and stakeholders
Essential Functions:
Project Planning and Execution:
Develop comprehensive project plans, including scope, timeline, budget, and resource allocation
Break down projects into manageable tasks and milestones
Assign tasks to team members and monitor progress
Ensure projects are completed on time, within budget, and to the required quality standards
Schedule and Timing Management:
Create and maintain detailed project schedules, including task dependencies and critical paths
Monitor project progress against the schedule and make adjustments as needed
Identify and address potential delays or bottlenecks proactively
Communicate schedule updates and changes to stakeholders and team members
Ensure timely completion of project milestones and deliverables
Stakeholder Management:
Identify and engage with key stakeholders, including clients, team members, and senior management
Communicate project status, updates, and changes to stakeholders regularly
Manage stakeholder expectations and address concerns promptly
Foster positive relationships with clients and external partners
Risk Management:
Identify and assess potential project risks and develop mitigation strategies
Monitor and manage risks throughout the project lifecycle
Develop and implement contingency plans to address unforeseen issues
Communicate risk status and mitigation efforts to stakeholders
Agile Project Management:
Implement Agile methodologies, such as Scrum or Kanban, as appropriate
Facilitate Agile ceremonies, including daily stand-ups, sprint planning, and retrospectives
Ensure team members adhere to Agile principles and practices
Continuously improve Agile processes and adapt to changing project requirements
Resource Management:
Optimize resource allocation across projects to ensure efficient utilization
Monitor team member workload and make adjustments as needed
Collaborate with other project managers and department heads to balance resource demands
Identify and address resource gaps or conflicts
Quality Assurance:
Establish and maintain quality standards for project deliverables
Conduct regular quality assurance checks and reviews
Ensure that project deliverables meet client requirements and company standards
Implement process improvements to enhance project quality
Reporting and Documentation:
Prepare and deliver regular project status reports to stakeholders
Maintain accurate and up-to-date project documentation, including plans, schedules, and budgets
Document project lessons learned and best practices for future reference
Ensure compliance with company policies and industry regulations
Collaboration with Other Project Managers:
Work closely with other project managers to coordinate interdependent projects and initiatives
Share knowledge, best practices, and lessons learned to improve overall project management processes
Collaborate on resource allocation and utilization across projects to optimize efficiency
Participate in project manager meetings and forums to discuss challenges, successes, and process improvements
Physical Demands:
While performing the duties of the job, employee is regularly required to see, talk and hear. This is largely a sedentary role. This job consistently uses computers and phones.
Work Environment:
This job may operate in a professional office environment or may be a work-from-home position. Work-from-home environment requires a dedicated workspace with minimal distractions.

Salary Range
At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.
