Project Overview:

Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower’s Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power. Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE Program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades. Job Summary:

In this role, you will lead a team to form and manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, bid packages, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented. #LI-SF1

Major Responsibilities:

  • Identifies and reviews recommended suppliers for subcontracting work

  • Develops and implements the subcontracting strategy for assigned project or office, incl. development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan

  • Develops and/or reviews the requests for quotations/requests for proposals.

  • Develop subcontracting strategy for assigned project or office, incl. development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan

  • Prepares and/or reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority and ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures

  • Prepares and/or reviews commitment recommendations in accordance with Procurement and Contracts policies and procedures, approving those within delegated authority

  • Reviews and recommends bid selections that require higher approval authority

  • Executes commitments within delegated signing/execution authority

  • Reviews prime contract between customer and Bechtel and makes recommendations to Supply Chain Manager to ensure appropriate provisions are reflected in the commercial terms and conditions, and pricing conditions of the master contract forms

  • Provides guidance in the development, monitoring, and maintenance of project master subcontracts forms, including legal and commercial terms and conditions to be included in the project subcontract documents

  • Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of contracts, and participates in direct negotiations when required

  • Prepares and/or directs preparation of commercial terms and conditions for use on project contract documents, ensuring that requirements of the prime contract are incorporated

  • Prepares and organizes assigned Contracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel and subcontractors on all contractual matters.

  • Assists in the planning, staffing, work-hour calculations, budgeting and contract procedures preparation.

  • Assists project Contracts team in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.

Education and Experience Requirements:

Level I:

  • Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience

Level II:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Working knowledge of engineering/construction industry contracting practices and Bechtel supply chain requirements, policies, procedures and work practices

  • Demonstrated oral and written communication skills.

  • Experience in developing contract types, fee arrangements and contract terms.

  • Experience in developing and recommending potential solutions to contractual problems to management.

  • Specialized courses or experience in pricing, contract law, negotiations and accounting.
