Navarro Research and Engineering, Inc. is recruiting for an Environmental Specialist in Richland, WA. This is a part time position. Approximately 25 hours per week.

Summary of Duties

Environmental Reporting

  • Provide analysis and review of environmental reports for submittal to the regulatory agencies in accordance with environmental requirements.

  • Provide support to DOE’s oversight and management of sitewide environmental permit requirements (Clean Water Act Permitting, WAC 173-216 Permitting, Large On-site Sewer System Permitting, RCRA Permitting and Renewal, etc.).

  • Complete critical assessments of the contractor’s compliance with permitting programs as required to start-up and commission the Direct Feed of Low-Activity Waste (DFLAW) facility.

  • Provide support to DOE’s development and implementation of integrated permitting plans and schedules for Hanford’s capital asset projects.

  • Environmental Compliance Inspections – provide inspection support to DOE that ensures compliance with respective environmental regulations and permits (RCRA, CWA, CAA, TSCA,

  • Environmental Database Management - provide oversight support to effective, efficient management of site-wide databases (Air Operating Permit (AOP), Sitewide Engine Tracking, Sitewide Toxics, Sample Management and Result Tracking (SMART), Environmental Release System (ERS), Regulatory Agency Inspection Database (RAID), and Environmental Actions Tracking System (EATS), etc.).

  • Provide support - Sustainability Program Implementation and Environmental Management System (EMS) and Integrated Safety Management System (ISMS).

Technical Assistance:

  • Provide support in the development of regulatory strategies, permitting plans and modifications, and TPA policy and strategy as well as regulatory analysis, guidance, recommendation, and responses; and hosting regulatory agency personnel inspections and visits.

  • Support DOE’s review of and preparation for CERCLA/FEMP grant technical objectives and proposals from the regulators.

  • Support DOE’s implementation of PFAS roadmaps.

General Assistance:

  • Provide day-to-day support for environmental and regulatory activities that DOE is responding to with the increasing regulatory oversight from the Washington State

  • Department of Ecology (WDOE) and U.S. Environmental Protection Agency (EPA).

  • Development of written products (including emails and reports, as required) and verbal communication (including briefs to DOE and contractor staff) regarding environmental and regulatory activities performed in support of DOE.

  • Performance of environmental and regulatory reviews/evaluations/inspections as necessary to support DOE.

  • Present draft independent reviews, assessment plans, and audit results to the Finance Division.

  • Ensure review plans and activities meet established milestones.

  • Perform unannounced contractor labor floor checks as part of a team based on contractor risk analysis and approved Finance lines of inquiry; carry out required activities and deliver draft report to the Finance Division. Floor checks will be conducted on the Hanford site and may require reviews during off-shift hours.

  • Assist in the development of financial and labor related assessment plans; carry out review activities, deliver draft reports, and presentation materials to the Finance Division.

  • Provide results of financial and/or labor information analysis.

Requirements

Education – BS/BA degree in a relevant field of study. Six years of experience may be substituted for BS/BA degree.

  • 5 years of relevant experience in the field of environmental permitting, inspections and regulations.

  • Experience in development and implementation of permitting plans and requirements (RCRA, air, sewer, drinking water, etc.).

  • Experience in development and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents.

  • Experience in performing environmental inspections, evaluation and assessments, and management review and appraisal techniques.

  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.

PREFERRED QUALIFICATIONS

  • Knowledge of the Hanford site preferred.

  • Experience at a DOE Office of Environmental Management site preferred.

  • Experience in working with and negotiating with regulatory agencies.

  • Ability to interact with diverse parties with multiple, potentially conflicting, interests.

  • Knowledge of and experience in Federal environmental and regulatory rules and requirements.

  • Knowledge of and Experience in DOE readiness review activities.
