Hanford Mission Integration Solutions Risk Analyst - Port Mngt (39903) in Richland, Washington

Job Duties/Scope Of Work Risk & Performance Analysis (R&PA) organization delivers integrated Risk Management services that allows Department of Energy (DOE) to make informed decisions through alignment and integration of technical, cost, and schedule baseline planning. R&PA provides the support and expertise necessary to implement a Portfolio Risk Management framework to holistically identify, manage, monitor, and communicate key risks/independencies across multiple DOE programs and projects. Job duties include, but are not limited to the following: •Provide expertise and guidance on DOE Guide 413.3-7A, Risk Management Guide, U.S. Department of Energy Office of Environmental Management Standing Operating Policies and Procedures (SOPP) #92, and Environmental Management Program Management Protocol. This includes both capital asset projects and operations activities. •Provide the necessary risk management support to effectively and efficiently implement the Enterprise Risk Management framework across the Hanford Site. Including comment resolution from DOE and other Hanford contractors. •Support DOE with oversight and guidance on other Hanford contractor Risk Management Programs (i.e., assist in the review processes of other Hanford contractor risk management plans for consistency). •Support DOE with risk identification, analysis and effective communication tools to inform decision-makers, including support for life-cycle cost reports and audits. •Lead HMIS work activities to ensure Enterprise Risk Management integration as defined in HMIS procedures. •Provide necessary support to HMIS management to ensure effective and efficient business processes are established and maintained. Support DOE in Critical Decision (CD) processes: •Performing other Hanford contractor oversight of recommended Management Reserve/Schedule Reserve needs. •Performing risk elicitations to determine DOE owned risks. •Coordinating and performing Monte Carlo quantitative analyses, based on risk register inputs, cost and schedule scenarios to formulate appropriate confidence levels to achieve project success. •Substantiate Risk Management information/data to support Department of Energy-Head Quarters (DOE-HQ) reviews. •Maintaining risk register information/data in to the Enterprise Risk and Opportunity Management System. •Effectively communicated risk information/data to Hanford site managers and/or DOE-HQ. •Lead work activities to ensure Enterprise Risk Management integration with DOE and other Hanford contractors. Basic Qualifications •Bachelor's degree in mathematics, Project Management, or Business Management and 5 years experience in risk management, project controls, estimating, or an equivalent combination of education and experience. •Significant knowledge in DOE Guide 413.3-7A, Risk Management Guide practices and other risk management best practices. •Significant knowledge in Monte Carlo quantitative risk analysis processes. •Knowledgeable and implemented Critical Decision (CD) Risk Management processes to establish Total Project Cost (TPC) and completion dates. •Experience in performing oversight responsibilities of contractor risk programs. •Fluency in Microsoft Office tools (i.e., Excel, Word). Desired Qualifications •Experience with estimating practices (i.e., GAO Cost Estimating and Assessment Guide [GAO-20-195G], 413.3-21A, Cost Estimating Guide). •Experience with Independent/External DOE-HQ reviews. •Experience with Pertmaster and/or Safran Risk (Monte Carlo quantitative risk software). •Experience with P6 scheduling tool. •Ability to conduct network logic evaluations to ensure risk ready schedules and proper logic ties.
