Hanford Mission Integration Solutions Shift Ops Manager (39844) in Richland, Washington

Job Duties/Scope Of Work The HMIS Water and Sewer Utilities organization operates ten (10) different pumping facilities, a Water Treatment Plant, multiple valve houses, miles of water distribution piping, twenty-one (21) permitted on site sewer system, twenty (20) sewer lift stations and a Wastewater Treatment Plant. The operations teams operate three (3) potable water delivery trucks, three (3) sewer pumping truck, one (1) raw water truck and multiple passenger sized vehicles. The department is responsible for compliance with regulations identified by state and federal agencies to include Washington State Ecology, Department of Health, and Department of Energy. The first line manager works a Dupont Shift and will act as the Subject Matter Expert for systems and Work Release Authority for these processes and equipment during their shift assignment. They will manage a team of union represented employees that varies in size depending on the work assignments and operational needs. The Manager will be responsible for compliance of requirements identified in the Collective Bargaining Agreement (CBA) and company directed requirements and procedures. The manager will ensure state certification and process qualifications are completed timely as identified through company directed procedures, WAC 246-292 and WAC 173-230. The manager is identified as a Subject Matter Expert for systems, Work Release Authority and a member of the Controlling Organization for Hazardous Energy Control for the operation processes and equipment. The manager shall have a working knowledge of Department of Energy's Conduct of Operations requirements. The manager must have the ability to define the scope of work activities, identify associated hazards, ensure scope and hazard mitigation are documented, ensure work is completed as described and within controls, and to accept and communicate feedback so future work can be completed safely and efficiently. The manager shall have a working knowledge for Hazard Energy control (Lock and Tag), Fall Protection controls, Electrical Safety controls, Confined Space controls, Excavation / Trenching / Shoring controls, Hoisting and Rigging controls, Chemical Management and controls, and Radiologic controls. The Manager will ensure compliance with federal and state requirements for Water Treatment, Water Distribution and Wastewater operations. Basic Qualifications • Bachelor's Degree or an equivalent combination of education and/or experience. • Prior experience in performing operational objectives as a manager - OR - in a previous leadership role (supervisor, lead, etc.). • Demonstrated ability to direct, manage and produce results. • Must have the ability to operate a computer workstation and demonstrate basic computer skills/knowledge. • Must be detail-oriented with a disciplined approach to documentation development, maintenance, and tracking. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with all employees and customer representatives. • Ability to critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations. Desired Qualifications • Experience planning and scheduling work of plant equipment and employees. • Capable of understanding, assembling, and implementing workflows, work packages, sequences, processes, and best practices.
