Job Description:

The Global Trade Compliance Segment Director will be responsible for all Trade Compliance matters and manage all Trade Compliance teams within the Communication Systems (CS) segment. This role will oversee the development, implementation, and enforcement of trade compliance policies, processes, and procedures. Supervise and coordinate the activities of the trade compliance team to accomplish all assigned responsibilities. Coordinate with the Licensing, Operations & Training, and Customs & Traffic Directorates to ensure the development and execution of compliant business solutions. This includes but not limited to advising on the interpretation of USG trade laws/regulations for export approvals, training content, and requirements for the appropriate action and required documentation for the physical export and/or import of all commodities. This position must coordinate closely with other stakeholders in the pursuit of international sales opportunities. This position reports directly to the VP, General Counsel of Communication Systems in close collaboration with (functional reporting to) the Senior Director for Global Trade Compliance for L3Harris. Leading a team of 50, this role is onsite located at a major CS site – ideally Rochester, NY or Salt Lake City, UT.

Essential Functions:

  • Develop effective trade compliance requirements across the Segment, act as Empowered Official on behalf of the Segment, anticiate / proactively assess compliance posture across the segment and continuously improve the Segment’s compliance posture

  • Lead the CS Trade Compliance team to be an empowered, engaged and high performing team

  • Support and maintain a collaborative, transparent and positive culture within both the CS Segment trade compliance team as well as the larger corporate GTG organization

  • Work directly with leadership from Business Development, Program Management, Operations, Engineering and other key functions to ensure Trade Compliance strategy is built into critical business pursuits and to support buisness needs. Continuously improve the team’s procedures to ensure critical revenue licenses and CJ detrminations are completed in satisfaction of the Segment’s and Sector’s financial objectives.

  • Represent the Communication Systems Trade Compliance team to coordinate all USG licensing or enforcement visits and/or meetings

  • Ensure the timely and succesful completion of all investigations and timely. accurate and compliant reporting of all violations of USG trade laws/regulations

  • Coordinate all Voluntary Self Disclosures on behalf of the reporting entity

  • Conduct due diligence assessments in regards to trade compliance for all mergers, acquisitions, and/or divestitures

  • Coordinate compliance actions with Corporate Security involving any USG enforcement activities or suspicious international transactions

  • Support Compliance Assistance Visits to divisions/subsidiaries to assess compliance posture

  • Coordinate compliance audits to select divisions/subsidiaries with Internal Audit

  • Track/monitor all Foreign National employees of domestic divisions/subsidiaries

  • 20% travel domestically and internationally

  • Ability to obtain US Secret Security Clearance

    Qualifications:

  • Bachelor's with 12 years prior export/import trade compliance experience, Graduate Degree with 10 years prior experience. In lieu of a degree, minimum of 16 years of prior related experience.

  • Minimum 5 years of experience leading a high performing team.

  • Minimum 5 years experience with International Traffic in Arms Regulation (ITAR) and the Export Administration Regulations (EAR)

  • Minimum 5 experience with U.S. trade sanctions program to include Office of Foreign Assets Control (OFAC)

    Preferred Additional Skills:

  • Ability to interpret USG laws/regulations and assess risk management aspects

  • Familiarization with automated trade compliance programs

  • Must possess excellent communications skills

  • Previous assignment in military operational and/or policy positions

  • Technical background

  • Background in the Foreign Military Sales program

  • Team player, proactive, self-motivated, highly organized, ability to handle shifting priorities;

  • Strong people leadership skills; Encourages team contributions and team members to support each other.

  • Communicate effectively and professionally (both orally and in writing) at all levels of the organization;

  • Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations;

  • Analyze, evaluate, develop and implement processes and procedures assignments within budget and adhere to time requirements and schedule;

  • Exercise discretion and independent judgement in the performance of duties and tasks assigned.
