Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT Duty Location: Maneuver Area Training Equipment Site (MATES), Camp Santiago Joint Training Center (CSJTC), Salinas, PR Responsibilities This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officer and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Officer and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officer and Warrant Officers currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (D1296000), WS-5801-14, you will serve as a Full Assistant to a supervisor who has responsibility for providing overall direction and coordination of subordinate work activities and functions. Participates with higher-level management officials in planning and establishing long-range work requirements and schedules. Serves as the highest-level subject matter expert for work accomplished in the organization. Work activities and functions are typically controlled through two or more levels of supervision. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Surface Maintenance Mechanic, WG-5801-11. TEMPORARY PROMOTION / INDEFINITE: This position is advertised against a valid man-year of an employee currently on a Temporary Promotion. Personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. PHYSICAL DEMANDS: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights. WORKING ENVIRONMENT: Work is performed in tiring or uncomfortable positions for long periods. GENERAL EXPERIENCE: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and can use common tools and equipment in the line of work. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year in the occupational series code 5801 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as providing direct input or participating in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements; evaluating resources required to accomplish proposed work; participating fully with higher level management officials and staff organizations in studying and developing recommendations; participating in the revision of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow; assigning and explaining work requirements and operating instructions to subordinate supervisors, setting deadlines, and establishing the sequence of work operations to be followed; reviewing and analyzing work accomplishments, cost, and utilization of subordinates to evaluate work progress; developing and establishing internal procedures; ensuring all aspects of Force Protection are in accordance with established policies and regulations; preparing for and participating in various types of readiness evaluations, inspections, mobilization and command support exercises.
