Administrative Office of the U.S. Courts Information Technology Specialist (Project Manager) in San Antonio, Texas
Summary This position is located in the Department of Technology Services (DTS), Enterprise Operations Center (EOC), Support Services Division (SSD). Responsibilities The Enterprise Operations Center (EOC) supports the AO in fulfilling its missions to courts by providing a customer-focused, central point of contact for internal and external (public) users of the Judiciary's nationally deployed information technology (IT) services while operating and monitoring the Judiciary's national IT infrastructure. The Customer Integration Branch (CIB) manages all new IT service onboarding of nationally supported services through the EOC Onboarding Services Team (EOST). This team also supports retirement or sunsetting of services, as well as major upgrades to existing nationally supported services. EOST is responsible for project initiation, resource commitment, execution, and closure via the establishment of organizational level agreements (OLAs) with AO national program offices. The team leverages industry best practices associated with project management to oversee projects through the EOC's IT service onboarding project lifecycle. Project phases are time-bounded, and each includes a set of defined deliverables or gates that must be satisfied prior to moving to the subsequent phase. Duties of the position include, but are not limited to: Balancing competing constraints such as scope, quality, schedule, cost, resources and risks during initiation, planning, executing, monitoring, controlling, and closing phase of the project. Performing project management activities assuring that project elements are managed in accordance with industry best practices and the AO's IT Project Management Framework. Developing, executing, and maintaining project charters, project management plans, direct and manage project work, monitor and control project work, perform integrated change control, and close projects. Developing, executing, and maintaining scope management activities, collection of requirements, scope definition, validation of scope and scope control. Developing, executing, and maintaining schedule management activities, to include development of work breakdown structures, sequencing of activities, estimating activity resources, estimating activity durations, developing schedules, and controlling schedules. Developing and delivering cost estimates as part of each project identifying operations and maintenance chargeback costs associated with the EOC's operational support of nationally onboarded services. Planning, managing, developing, executing, and maintaining a communications management plan. Developing, executing, and maintaining a risk management plan, including the identification of risk, performance of qualitative and quantitative risk analysis, plan risk responses, and control risk. Developing, executing, and maintaining a stakeholder management plan, including identifying stakeholders, manage stakeholder engagements and control stakeholder engagements. Qualifications Applicants must have demonstrated experience as listed below. Specialize Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience in ALL of the following: At least one (1) year of project management experience Formal training or related project management certification Experience with Judiciary court operations, processes, and procedures Education This position does not require education to qualify.
