Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department (https://sfrecpark.org/384/EXPLORE-OUR-PARKS)  stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

About the Asset Management Unit

The Asset Management Unit (AMU) is primarily responsible for managing, cataloging, documenting, and reporting on the assets of the Recreation and Park Department (RPD) including properties, buildings, outdoor facilities, park amenities, vehicles, and equipment.  This foundation is the basis of RPD's work order system that drives the department's repair and maintenance processes.  The AMU is comprised of a team of analytical staff with specialties in database management, geographic information systems (GIS), and fleet management.  The AMU's critical work touches virtually every aspect of RPD and collaborates closely with internal operations that include the Capital Division, IT, Structural Maintenance, Urban Forestry, Integrated Pest Management, Recreation, and Parks & Open Spaces. Externally, the Asset Management Unit maintains strong working relationships with the City Controller’s Office, 311, and the City's Fleet Management Division.

The Asset Manager is responsible for the department-wide systems management of the wide-ranging infrastructure and physical assets, including venues/facilities, that support our nearly 4200 acres of parkland. Utilizing a number of database computerized maintenance management systems (CMMS), facility management software, and GIS based software, the Asset Manager coordinates and analyzes work activities and physical asset use that impact and sustain the life-cycle of these physical and infrastructure assets critical to our parklands, recreational facilities and mission.

Essential Duties and Responsibilities

  • Serves as ‘business owner’ of the Department’s asset management database and facility management software including TMA, CMMS, and GIS based software.

  • Oversees personnel engaged in the submission and management of electronic work orders and updating of the asset management database and facility management software for all the Recreation and Parks facilities.

  • Oversees personnel engaged in overseeing the acquisition, deployment, maintenance, and replacement of over 600 pieces of rolling stock that comprise the Department’s vehicle fleet.

  • Oversees the Departments’ GIS program and use of spatial database programs for asset management.

  • Oversees the Department's park evaluation process for all City parks and venues/facilities; Manages park evaluation metrics and reporting that drives resource allocation to support workforce deployment decisions.

  • Works with the City’s 311 Customer Request Program to address citizen requests related to the Department's infrastructure and fleet assets; Monitors completion of asset-based requests from the public.

  • Analyzes and interprets benchmarks and key performance indicators for government agencies to develop metrics and best practices to guide the strategic planning and evidence-based decision processes.

  • Researches best practices, laws and regulations related to government fleet and infrastructure services.

  • Collaborates with internal Department and other City employees who are critical partners to our Park Maintenance Standards Program and all process improvement contracts.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

  • Possession of a Baccalaureate degree from an accredited college or university; AND

  • Five (5) years of professional experience performing activities related to infrastructure and/or fleet asset management for a government agency.

Substitution: Additional verifiable professional experience performing activities related to infrastructure and/or fleet asset management for a government agency may substitute for the required degree on a year-for-year basis for up to two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when applicants are referred for hiring:

  • Progressively responsible administrative analyst/program analyst experience in the public sector.

  • Five (5) years of working at a recreation and parks organization in an asset management program utilizing relevant software applications.

  • Experience with 311 Customer Request Program or similar public sector customer service system.

  • Significant experience in a fleet management program in a public sector setting.

  • Significant experience with Total Managed Assets (TMA) database system.

  • Demonstrates exceptional use of Excel software and other supportive software applications.

  • Significant experience with spatial database applications including ESRI based software.

SELECTION PROCEDURES

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Behavioral Consistency Questionnaire (Weight: 100%): Candidates who meet the minimum qualifications will be provided via email, a Behavioral Consistency Questionnaire. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Candidates must achieve a passing score on the Behavioral Consistency Questionnaire in order to be placed on the confidential eligible list in rank order according to their final score. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.  

A passing score on the Behavioral Consistency Questionnaire must be achieved in order to be placed/ranked on the Eligible List.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

Eligible List Duration

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.

Certification Rule

The certification rule for the eligible list resulting from this examination will be Rule of The List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Compensation: $129,974 - $165,958/ Annually

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.
