Public Works currently has a vacancy for an Assistant Construction Inspector within the Infrastructure Design and Construction Division.

The Infrastructure Design and Construction Division

The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management, and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.

Working Conditions:

Nature of work may be required to work under extreme weather conditions such as heat or cold, climb ladders, walk on uneven surfaces and/or stand for a long duration.

Under general supervision, the Assistant Construction Inspector will perform construction inspection in conjunction with public works construction projects to ensure compliance with contract plans, specifications, applicable codes, and safety regulations.

Important and Essential Duties

As an Assistant Construction Inspector, your duties may include but are not limited to the following:

  • Overseeing and performing construction inspections.

  • Ensuring compliance with contract plans, specifications, applicable codes and regulations.

  • Ensuring that quality assurance/quality control program for each project is enforced.

  • Preparing and maintaining project documentation and controls including daily reports, force accounts, materials testing, and other construction records for construction projects.

  • Conducting planning, preconstruction, coordination, progress, scheduling, and field staff meetings.

  • Reviewing plans, specifications, submittals, shop drawings, change orders, constructability reviews, and contract closeout records.

  • Resolving disputes and problems and responding to complaints from the public that require resolution at the senior level.

  • Verifying and preparing quality assurance reports and quantity and progress estimates for progress payments and change order work.

  • Reporting safety and traffic hazards, defective work, and housekeeping issues to the contractor for correction and ensuring that the contractor corrects deficiencies.

  • Driving a departmental vehicle to inspection sites.

Minimum Qualifications:

Experience and Training

  1. Two (2) years of verifiable full-time experience in construction inspection work ensuring that plans and specifications are complied with, and the workmanship and material used meet specifications; OR

    1. A baccalaureate degree from an engineering or architecture program that is accredited by the Accreditation Board for Engineering and Technology (ABET); OR

    2. Two (2) years of verifiable full-time experience in construction, at the Superintendent/General Foreman level, supervising construction crews of more than six employees. Journey-level construction experience and/or drafting experience will not be accepted as qualifying.

License and Certificate

Possession of a valid California Driver's License.

Substitution:

  1. Two (2) years of verifiable full-time experience equivalent to the City and County of San Francisco class 5310 Survey Assistant I (https://careers.sf.gov/classifications/?classCode=5310&setId=COMMN) ,  5346 Mechanical Engineering Associate I, 5354 Electrical Engineering Associate I, 5305 Materials Testing Technician (https://careers.sf.gov/classifications/?classCode=5305&setId=COMMN) and 6230 Street Inspector (https://careers.sf.gov/classifications/?classCode=6230&setId=COMMN) may substitute for up to one (1) year of the required experience under #1 of the Experience and Training Guidelines for the Assistant Construction Inspector.

    1. Possession of an associate degree in construction or engineering from an accredited college or university may substitute for up to one (1) year of the required experience under Minimum Qualification #1.

CONDITION OF EMPLOYMENT

Valid Driver’s License: Applicants must possess a valid State of California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. 

Desirable Qualifications:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Proficiency in Microsoft Applications (e.g., Word, Excel, PowerPoint, Projects).

  • Possession of 24 Hours HAZWOPER, 30 Hours OSHA, and Construction Management-In-Training Certifications.

  • Experience in research techniques, and report writing.

The selection process will include an evaluation of applications in relation to minimum requirements. Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
